This position is in a Veteran Affairs Medical Center (VAMC) facility aligned with a Consolidated Patient Account Center (CPAC) organizationally under the Chief Operating Officer (COO). The CPAC is a regionally consolidated business entity established to enhance revenue within Veterans Health Administration (VHA) using an industry best model built on regional management of key aspects of the revenue cycle, process standardization, accountability, and economies of scale.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Duties include, but are not limited to, the following:
Cooperates with personnel within other organizational units in the wider employing organization (e.g., insurance verification, revenue utilization review, medical and prescription billing, Veteran services, denials management, outpatient pharmacy electronic claims, and/or accounts management) to solve revenue problems applicable to Veteran accounts.
Performs 1st and 3rd party billing activity for Non-Medical Care Collections Fund (Non-MCCF)
Determines whether a release of information (ROI) is needed and how to correctly document ROIs for billing purposes
Initiates, gathers, and processes 3rd party revenue actions related to legal case activities by applying appropriate and relevant guidelines
Receives workload from multiple worklist systems, electronic and mail notifications, VA specific internal and external data applications, emails, letters, and face-to-face customer service interactions
Obtains data and other information from VA-specific change notifications and ad-hoc reports to proactively or retroactively correct 1st and 3rd party billing
Performs daily reviews, audits, and/or corrective actions in response to workload activities or requests received directly from Veteran customers, OGC, internal and/or external compliance and quality measurement and performance teams, and the VA Office of the Inspector General (OIG)
Documents account status updates, transactions, decisions, and other actions for facility revenue billing and payment activities
Reviews outpatient encounters, inpatient admissions and discharges, long-term care visits, etc. to gain requisite data necessary for 3rd party billing preparation
Validates and maintains National Provider Identifier (NPI) information from the National Plan and Provider Enumeration System (NPPES) for care providers within the VAMC
Provides accurate and proficient guidance to all customer groups regarding debt relief options such as formal repayment plans and waivers and interpreting insurance policy coverages, VA eligibility benefits, and other factors that impact Veteran financial accounts for both 1st and 3rd Party billing
Performs all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify at the GS-06 grade level, applicant(s) must meet the following:
Specialized Experience: Requires at least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in Federal Service that includes with providing accurate and timely billing and collection activities to be completed in accordance within prescribed policies, regulations and laws; performs analysis of complex problems by gathering and collecting the necessary information, establishes facts, and takes or recommends actions based upon the application or interpretation of established guidelines.
To qualify at the GS-07 grade level, applicant(s) must meet the following:
Specialized Experience: Requires at least one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in Federal Service that includes independently providing accurate and timely billing and collection activities to be completed in accordance within prescribed policies, regulations and laws; performs analysis of complex problems by gathering and collecting the necessary information, establishes facts, and takes or recommends actions based upon the application or interpretation of established guidelines, uses independent judgment to best assist patients/customers to come to a resolution regarding their patient/customer billing, eligibility, insurance and care and/or services provided.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is performed mainly in a sedentary manner. Occasional walking, standing, reaching, and bending are required. The carrying of light items such as paper, folders, and files between desk and storage is common. The work requires long periods of interaction at computer terminals.
