This position serves as the Deputy Chief of Police and is located in the Public Safety Service of the VA New Jersey Health Care System, responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people.

Duties

***The VA New Jersey Health Care System consists of the East Orange VA Medical Center, Lyons VA Medical Center and 9 different Community Based Outpatient Clinics that you may be required to travel or could be assigned*** Major duties and responsibilities include: Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs Hears and resolves grievances and employee complaints, reviews serious disciplinary cases Ensures police staff are properly trained to operate a variety of equipment and/or security systems Interprets security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area Keeps facility leadership informed regarding program successes and vulnerabilities Collaborates with leaders to address concerns, resolve program issues and resource needs Serves as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc. Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police Responsible for the protection of the civil rights of all individuals while on VA controlled property Assists with developing and implementing procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities Manages the procurement and accountability of equipment and firearms used Performs related duties as required. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: SPECIALIZED EXPERIENCE for the GS-12 One year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent the GS-11 grade level in the Federal service. Specialized experience includes: Operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. NOTE: Such experience MUST be detailed in your resume to receive credit. Resume must include must include job title, series and grades for all federal positions held, duties, month and year start/end dates AND hour worked per week. You will be rated on the following Competencies for this position: Education and TrainingManaging Human ResourcesPhysical SecuritySecurity Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. - AND - ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION: 1. Applicants must possess a current, valid State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. 2. Applicants are required to successfully complete a comprehensive medical and psychological examination prior to entering on duty to determine fitness for duty as a Police Officer. 3. Applicants must undergo a background investigation, which may include the administration of a polygraph examination. 4. Applicants are required to undergo and successfully pass a pre-employment drug screening test and must submit to random drug testing after employment. 5. New VA Police Officers are required to attend an 8-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 6. VA Police Officers may be expected to continue irregular duty hours either at the Medical Center, local police offices, or at court especially during investigations of serious criminal incidents. This type of working schedule may negatively affect or burden family responsibilities. 7. VA Police Officers encounter people experiencing extreme poverty and personal hardship, such as separation from family who are difficult, hostile or distressed. Investigators also may witness drownings, vehicle accidents, and other tragedies. VA Police Officers are occasionally exposed to people who carry infectious diseases. IMPORTANT NOTES: (1) As a condition of employment, must qualify to be issued a firearm and semi-annually with assigned firearm, annually with an expandable Straight Baton (MEB), maintain a valid State or Commonwealth Driver's License and pass annual physical and psychosocial assessment. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). PHYSICAL DEMANDS AND WORK ENVIRONMENT: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
