The Administrative Officer position is in the Mental Health Service located at the VA Bedford Healthcare System. This position is full-time at 40 hours per week.
Duties
The Administrative Officer performs duties directly contributing to the administrative management of the mental health care delivery system at the VA Bedford Healthcare System, and supports the functioning of the Mental Health Service Line Manager (MHSLM).
Duties include, but may not be limited to the following:
Responsible for having a broad overview of administrative issues in the Service Line which encompasses multiple disciplines, services, and programs, and involves administrative support staff in many of these settings;
Participates actively in the group, drafts the agenda for each meeting, creates reports and data summaries relevant to agenda items, documents the processing in the form of finalized minutes for review, communicate with the Medical Executive Board, and tracks all issues to ensure they are all appropriately brought to conclusion and all actions are taken;
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities, such as credentialing, and re-privileging, are in compliance with agency and accrediting and regulatory requirements; administers the internal peer review process for all privileging of physicians;
Operates Computerized Patient Record System (CPRS) and Information Technology issues and functions as the Automated Data Processing Application Coordinator (ADPAC), supporting the facility Clinical Applications Coordinator in education and supporting mental health staff;
Engages with VA staff at many levels of authority;
Develops new or modified work methods, organizational structure, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedure, and automating work processes for the conduct of administrative support functioning or program operations;
Assesses the effectiveness and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness and efficiency of administrative support and staff activities;
Refines existing work methods and techniques for application to the analysis of specific issues or resolution of problems;
Analyzes and makes recommendations concerning the centralization or decentralization of operations;
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises administrative services in a clinical services organization; budget management, purchasing and contract development, oversight of all Time and Leave functions in the service line, programmatic planning, performance monitoring and improvement, completion of administrative taskings, oversight and support of the administrative staff and program managers; provides workload statistics and required reports; provides advice on fund shortages and recommendations; leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management; coordinates all hiring activities, including the administrative orientation of clinical staff; maintains, as appropriate, personnel records and preparation of all documents relating the personnel actions; responsible for assessing the equipment needs of the service; works with facility Quality Management closely on all relevant Performance Measures; educates clinical and administrative staff members on data reports related to the Service Line. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
