This Police Officer position is located in Police Service at the Manchester VA Medical Center. This position is full-time at 40 hours per week.

Duties

The incumbent serves as a Police Officer carrying out responsibilities where most work is performed on Veterans Affairs Departmental properties, which includes any properties owned, leased, or licensed to VA. Provides policing services in a variety of jurisdictional environments where each type of jurisdiction (Exclusive, Concurrent and Proprietorial) has different enforcement rules and requires Police Officers to understand the complexities and legally apply the correct set of laws, regulations, and processes.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience (for positions at GS-4 and above): Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Carries firearms and other weapons, intervenes when necessary to de-escalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons. GS-06 Grade Level Requirement (Full Performance Level): One year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Duties include, but are not limited to: Protects individuals during any given situation against threats to personal safety when enforcing laws and regulations. Responds immediately to and engages potentially armed individuals during active threat response situations. Responds to highly dangerous and active crimes in progress, making independent decisions and taking immediate steps to preserve life and property. Mitigates opportunities for assault, illegal entry, and theft involving highly protected information, property and/or processes at facilities containing special protective methods. Writes comprehensive incident reports. Detects and intervenes in criminal activity. Seeks, detects, seizes, and protects evidence and witnesses at the scene of an incident. Conducts investigative contacts/stops, exercising search and arrest authority, detaining witnesses, and apprehending suspects. Advises individuals of their rights (such as Miranda, Weingarten, Garrity, etc.), and protecting the constitutional and civil rights of persons. Conducts prisoner transports to holding facilities and courts as required. Conducts disaster response and recovery. Provides Basic Life Support to injured personnel and coordinates additional emergency response when needed. Performs and provides training on drug and contraband intervention where contraband identification and knowledge is imperative. GS-05 Grade Level Requirement (Developmental Level): One year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description, PD# 99925-A, Police Officer, GS-0083-06. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same. The supervisor will provide instructions and/or training in the performance of assigned duties, particularly for those duties that are new, unfamiliar, and relatively complex. Work will be reviewed during and after completion to evaluate adequacy of methods, procedures, and results; ability to apply skills and knowledge to routine and non-routine assignment; and adherence to basic policy and instructions. As satisfactory progress is made in those aspects of the work for which the incumbent receives guidance and training, supervisory controls will be lessened in line with the incumbents proven knowledge, skills, and abilities. At the GS-05 developmental level, the incumbent has knowledge of and skill in applying, basic principles and practices of the Police Officer occupational series to: Perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; safely handle weapons, properly exercise force when necessary, communicate factual and procedural information clearly, orally and in writing; and gather and analyze basic facts and draw conclusions. OR, Successful completion of a full 4-year course of study leading to a bachelor's degree in Police Science or a comparable degree program related to the work of the position. Successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, may be substituted for a maximum of 3 months of specialized experience or 6 months of general experience. No substitution of education or training may be made for the required specialized experience at GS-6 and above. OR, Equivalent combinations of experience and education are qualifying for grade levels for which both education and experience are acceptable. Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The following is an example of how education and experience may be combined. They is an example only, and is not all inclusive: The position to be filled is a Police Officer, GS-5. The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position.

Education

There is no educational substitution for the GS-06 level.
