This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily child care available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.)

Duties

Acts as liaison between Department of Defense (DoD) Travel Management Office (DTMO). Provides guidance in the interpretation of laws and statutes and leadership to staff personnel and individuals assigned support duties relative to Travel and GTC initiatives. Serves as the primary Agency Program Coordinator (APC) and Customer Service Manager for the Army Government Travel Charge Card (GTCC) Program. Activates and de-activates card accounts, increases card charge limits, manages restricted card accounts, and oversees PCS activities as related to GTCC usage and policy, and assists units to categorize PCS accounts to prevent delinquencies. Prepares monthly GTCC reports that depict delinquency and activity data as required by DA and HQ AMC. Serves as SIAD’s ATAAPS Administrator to resolve ATAAPS system changes, maintenance, policy updates and accelerated pay period impacts to SIAD ATAAPS certification and review schedule. Implements corrective action plans to remediate any deficiencies or material weaknesses in SIAD’s controls. Serves as the command’s designated personnel with responsibility for debt management on all SIAD established debts related to property damage or loss (FLIPL0 and DTS debts. Coordinate with Accounting and Budget Divisions to resolve and settle travel advances for the fiscal year which will meet Joint Reconciliation Program Goals (JRP). Identifies travel orders at the end of the fiscal year which will meet accrual requirements.

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This is a Financial Management Level 2 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent must be able obtain and maintain a valid Tier 2 (Secret) security investigation.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) ensure each travel requests matches with organizational policies and procedures; (2) assist cardholders with financial institutions when resolving credit card problems or delinquent accounts; (3) refer customers to the appropriate guidelines concerning travel regulations and debt collection procedures; AND (4) input budget/financial data on a continuous basis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Accounting, Business / Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
