Duties
As a Public Health Advisor (Quarantine Program) you will:
Serve as a recognized authority for and represents the Division of Global Migration and Quarantine (DGMQ) programs and activities at ports of entry and transit in the servicing jurisdiction.
Provide guidance, and direction to port partners in DGMQ programs, quarantine principles, bioterrorism preparedness, and other public health activities related to control and prevention of communicable diseases.
Collect and analyze data from monitoring and surveillance projects at ports to evaluate effectiveness of programs and strategies designed to control and prevent communicable diseases from entering the United States and spreading between States.
Identify the need for and recommend modifications or improvements to the public health quarantine program by analyzing a variety of program issues and problems and identifying alternative courses of action.
Conceive and develop new epidemiologic and evaluation projects, providing expert advice on surveillance and data issues and on prevention-oriented research related to quarantine.
Evaluate programs, conducs systematic analyses on their intervention or prevention effectiveness, and submit reports and recommendations.
Serve as a recognized authority for and represents the Division of Global Migration and Quarantine (DGMQ) programs and activities in communities, beyond ports of entry and transit, of the servicing jurisdiction.
Provide advice and assistance to community partners in the development and implementation of public health programs and activities and integrates public health activities at ports with those in communities to develop more effective communicable disease control and prevention programs.
Serve as a technical consultant for assigned grants, contracts or cooperative agreements with CDC, community-based organizations, and other governmental and non-governmental agencies and organizations; responds to requests for quality assurance reviews.
Supervise a small contingent of positions.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary.
Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees.
Give advice, counsel or instruction to employees on both work and administrative matters.
Qualifications
Requirements Continued:
Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
All qualification requirements must be met by the closing date of the announcement.
Public Trust/High Risk Background Investigation (6) is required.
Required to be current on immunizations.
Must undergo baseline and periodic health screening procedures such as respiratory fit testing and PPD tests for tuberculosis exposure.
Subject to shift operations, to be on-call 24 hours a day, 7 days a week.
Must obtain and maintain an official U.S. passport. Must possess and maintain a valid State government-issued driver's license.
Must successfully pass a urinalysis drug screening prior to appointment, and subject to unannounced random drug testing for the duration of time in this position.

All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Appointment to the position will be contingent upon a negative applicant drug test result.
Current or Former Political Appointees: Agencies must seek prior approval from the Office of Personnel Management (OPM) before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Current or Former Political Appointees: Submit SF-50.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: providing guidance and direction to public health partners, including evaluating public health surveillance and monitoring data and processes.
Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
