The position is located within one of seven CPACs, organizationally aligned under the Chief Financial Officer, in the Accounts Management department - VAMC Madison, WI. The CPAC is a regionally consolidated business entity established to enhance revenue within VHA using an industry-best model built on regional management of key aspects of the revenue cycle, process standardization, accountability, and economies of scale for 18 VISNs and over 135 VAMCs nationally, including US territories.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major Duties:
Performs a wide variety of Agency fiscal functions such as accounts receivables, debt collection activities, third party liability, and general accounting/agent cashier functions.
Reviews, researches, analyzes all accounts receivable records and documentation, to ensure all data maintained is accurate, current, and proper based on Agency regulations, policies, Federal Laws and Directives.
Maintains account receivable supporting documentation and performs required follow-up action to ensure proper debt collections procedures are adhered to on follow-up phone calls and letters and for proper due process rights in accordance with Federal Laws and Agency Policies.
Read and interpret insurance payer contracts and payment fees schedules to make a determination on payments received to ensure Government debts are repaid within established guidelines.
Interpret vendor intent from available data and complete documents in the required format; recommends approval or denial of compromise and details discrepancy and returns incomplete or discrepant information to requester for clarification.
Review and verifies the validity of Request for Recoupment against benefit eligibility records, insurance data; vendor data and claim payment history.
Researches and locates documents for missing information and ensures adequate justification documentation is in place to support the refund or rebuttal of refund request.
Reviews bill of collection for accuracy against submitted documentation, vendor address, fund control point, fiscal year, fund appropriation, claim refund payment, recoupment reason, etc.
Reconciles, advises, and return all discrepancies to billing department.
Audits bill of collection and billing documents for error, omissions, duplications, inconsistencies.
Determines correct transaction type, budget fiscal year, fund control point, cost center, budget object code and reason for bill recoupment.
Performs other administrative or technical duties as assigned.
Work Schedule: Full-Time Employment: 8:00am - 4:30pm Monday - Friday

Qualifications
For GS-6:
Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained to at least the equivalent of the next lower grade level of (GS-5) in Federal service. Specialized experience is performing a variety of accounting or financial functional areas to research, analyze or investigate problems or errors that require reconciling and reconstructing incomplete information; performing of agency fiscal functions such as accounts receivables, debt collection activities, third party liability, and general accounting/agent cashier functions. OR
For GS-7:
Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained to at least the equivalent of the next lower grade level of (GS-6) in Federal service. Specialized experience is performing a variety of accounting or financial functional areas to research, analyze or investigate problems or errors that require reconciling and reconstructing incomplete information; performing of agency fiscal functions such as accounts receivables, debt collection activities, third party liability, and general accounting/agent cashier functions; reviewing bill of collection for accuracy against submitted documentation, vendor address, fund control point, fiscal year, fund appropriation, claim refund payment, recoupment reason, etc.
