Duties

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville Veterans Affairs Medical Center (VAMC), Fayetteville, North Carolina. The position is organizationally aligned under Patient Care Services, Virtual and Medical Specialty Care section and serves as facility champion for marketing and training staff and Veterans about all VA Virtual Care modalities, leads facility teams to support existing and future Veteran communication initiatives, coordinates local implementation, training, communications, outreach, and support efforts, evaluates, and reports on Virtual Care actions and activities. Major duties include but are not limited to: Timely effective communication with Veterans. Communication plans with target audiences utilizing appropriate resources needed for effective communication. Maintains liaison with VISN and national Virtual Care teams to ensure correct, current and accurate portrayal of information is provided to meet objectives: consulting with representatives of academia and industry on marketing and advertising trends and application techniques. Develops and updates a facility-specific implementation plan that includes developing a mission/vision statement, establishing a local team, leading team efforts, identifying local providers as champions, and developing roles and responsibilities. Collects, develops, implements, and documents data to assist management with Virtual Care operational decisions; identifying problems and applying analytical techniques for the purpose of resolving issues, negotiating conflicting demands and managing multiple projects with tight deadlines. Using analytics such as clinical workload reports to determine business operation needs and targeting veteran population for applicable Virtual Care services. Targeting teams who are below benchmark, improving knowledge of Virtual Care modalities and providing focused learning opportunities, incumbent will subsequently improve engagement in Virtual Care encounters within the facility. Develops marketing strategy and implements plan to advertise and market products of the Virtual Care and Social Media Program. Represents Fayetteville HCS and delivers presentations to all levels including HCS staff, service organizations, Veterans, family members and caregivers. Establishes, develops and implements local Virtual Care-related goals, strategies to meet goals, and reports status of progress to goals to Virtual Care Leadership. Lead efforts to integrate Virtual Care modalities among providers and patients. Establishes and manages training plans, designs and performs needs assessments within the Virtual Care program end users. Skills to facilitate, negotiate, and mitigate Virtual Care related challenges. Skill in organizing and communicating ideas and thoughts effectively through written correspondence and oral presentation. Utilizes interpersonal communication skills to deal with Veterans who are difficult, hostile, or distressed, working with co-workers, supervisors, and high-level management. Knowledge and understanding of the full range of principles, concepts, and techniques of marketing, advertising and salesmanship and the ability to transform these requirements into a working, viable Virtual Care program. Preferred Experience: Previous Virtual Care/Telehealth experience preferred. Work Schedule: 07:30- 16:00 or 08:00-16:30 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC MINUMUM QUALIFICATIONS: Education and Experience Requirements: You may qualify based on your experience and/or education as described below: GS-11: Education and Experience Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of Specialized experience related to this position are: Establishing and managing communication plans that identify target audiences including appropriate messages, activities, and resources. Formulates a marketing strategy from research, reports, products, and organizational data. Analyzes functional clinical and business process changes or impact to clinical guidelines in terms of policies, procedures, and user behaviors. Manages multi-disciplinary teams comprised of professional, technical and support personnel to coordinate clinical and business functions for the Virtual Care program/products. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position. OR, Combination: Combinations of successfully completed graduate level education (beyond a bachelors degree) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
