The primary purpose of this position is to serve as the Chief of the Marketing Strategy and Plans Branch, for Air Force Recruiting Service Marketing (AFRS/RSM) and Space Force. Develops, interprets, and implements branding strategy for all components of the Total Force (Regular Air Force (RegAF), Air Force Reserve, Air National Guard, US Air Force Academy and Air Force ROTC) and Space Force.

Duties

Serves as Branch Chief, Marketing Strategy and Plans Branch, planning, organizing, and directing activities of the branch. Develops long-term and short-term Brand Marketing Strategy for Total Force components and Space Force, and provides oversight of national marketing program planning and process to validate Return on Investment (ROI). Exercises supervisory personnel management responsibilities. Conducts comprehensive analysis and training for a wide range of Strategic Marketing Division functional requirements to provide sound basis for leadership decisions involving general and specific uses of brand marketing resources. Monitors the national and local/regional recruiting marketing programs for guidance and provides oversight of annual planning and marketing analytics. Develops, analyzes and evaluates detailed plans, goals, and objectives for long-range implementation of assigned brand marketing program(s) and provides/oversees benchmarking and analytics/performance advice and guidance, and continuity of management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes work directed that is professional and highly technical, or complex and administrative in nature and involves the developing, interpreting, and implementing branding strategy for all components of the Total Force. The program segments directed materially shape or improve the structure, effectiveness, efficiency, or productivity of major portions of the agency's primary missions, multiregional programs, and headquarters wide operations, or projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert-level knowledge of and at least 8 years' senior-level experience in directing a wide range of brand marketing approaches, strategies and benchmarks and ability to provide qualitative and/or quantitative assessment and improvement of AFRS-level plans and marketing programs. 2. Familiarity with Air Force or military organizational structures, supporting elements, programs, missions, policies, goals, and philosophies and the relationship of the various military entities involved in overall planning and execution of military operations. 3. Expert-level knowledge of integrated marketing channels and how to measure performance that ensures achievement of overall marketing objectives. 4. Skilled at creative problem solving, review of creative proposals, developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. 5. Experience in presenting and defending independent positions and developing broad consensus with ideas in order to execute with precision. 6. Ability to plan, organize, foster collaboration, and direct functions of a small staff and multiple stakeholders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
