The incumbent performs specimen collections, processing, accessioning, and waived testing within VISN 22. VISN 22 encompass several Healthcare Systems; Los Angeles HC System, Long Beach HC System, Las Vegas HC System, San Diego HC System, and Raymond G Murphy HC System. This position with Raymond G. Murphy HC System. The Medical Technician we will be required to work off-hours shifts, weekends, and holidays as priorities demonstrate a need.

Duties

Duties include but are not limited to: Maintains the laboratory facilities and equipment and controls supplies. Sets up equipment for all phlebotomy procedures, making sure that all phlebotomy and ancillary equipment is functioning to standard. Maintains laboratory in a clean and safe condition according to agency or accreditation requirements. Conducts work according to Laboratory Safety Regulations and instructs coworkers and graduate students on safety policies and procedures. Maintains and controls laboratory records. Incumbent is responsible for presenting the data to the supervisor in a logical and systematic fashion. Performs all clerical duties required of the position, including work lists, logs, and pending lists. Performs venipunctures in accordance with facility and laboratory policies and procedures. Works closely with facility and laboratory computers systems, CPRS and VistA to accession specimens and retrieve results. Performs work in the testing and examination procedures carried out in the laboratory. Performs urine drug testing collections in accordance with facility and laboratory policies and procedures. Able to select, perform, evaluate and monitor the performance of test procedures both manually and on testing equipment. Able to recognize and react to indicators of malfunction and when appropriate locate and implement corrective action. Ensures safe and non-traumatic processes are used with critical concern for the donor and for the quality of the specimen while using standard aseptic procedures and safeguards. Uses a high degree of laboratory expertise to determine the validity of results and the potential causes for invalid results. Duties involves customer satisfaction utilizing phone and face to face communication with all levels of clinical, clerical, and administrative staff and our Veteran customers. Must exhibit a professional attitude and technical competence. Work Schedule: Full Time, Monday thru Friday, 8:30 AM to 5:00 PM with rotating Saturdays and Holidays Compressed/Flexible: No. Position is not eligible for Compress schedule. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings, (b) Sorting and preparing patient specimens received for testing; (c) performing waived testing in the laboratory to assist with workflow; (c) performing phlebotomy services such as finger sticks, and venipuctures; (d) determining correct blood specimen for sech test ordered; (e ) setting up collection area with supplies necessary for collection of blood and other specimens. or (f) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: For GS-5 - successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. OR, Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. You will be rated on the following Competencies for this position: CommunicationsCustomer ServiceSpecimen CollectionTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
