Duties

Supervises a diverse team of surveyors and party chiefs to accomplish the survey mission. Evaluates personnel and assigns duties and training schedules to fully utilize the capabilities of each employee most effectively. Supervises employees performing deep and/shallow draft navigation hydrographic surveys to ensure availability of field data within established time frames. Knowledge of the surveying equipment and practices to ensure the best quality work is being done by field crews and office personnel. Coordinates field, office, and contract operations with project managers, design and construction engineers and apply various methods to improve team effectiveness, efficiency, and quality of work projects. Ensures that all data produced by the Survey Team meets all quality standards of the surveying manual as well as the district best practices. Responsible for determining the scope of the work and devising the methods and details for completing the assignments. Must be able to adapt work and work crews to a quickly changing environment and changing priorities of the section/branch as contract dredging requirements evolve. Reviews schedules, plans, and supervises field activities by making work assignment to party chiefs, ensuring general instructions, rendering assistance, and advice by solving field problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to possess or obtain and maintain a valid state Driver’s License.
  • This position requires travel up to approximately 25% of the time, to include overnight stays lasting up to 5 nights.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) Analyzing and adopting appropriate methods to prepare survey data for hydrographic projects; 2) Applying survey principles to evaluate results from field data to meet the intended use; 3) Performing technical reviews and providing quality control oversight of Computer Aided Design (CAD); 4) Developing survey scopes of work and requirements for implementation by in-house staff; and 5) Supervising a diverse team performing deep and/shallow draft navigation hydrographic survey missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
