The Library Technician serves as an assistant in the patient health education libraries at the James A. Haley Veterans' Hospital and Clinics (JAHVH) and supports the work of the Veteran / Family Health Education Coordinator (VHEC). Patient library services are provided in the New Port Richey Clinic, at the Primary Care Annex, at the South Hillsborough CBOC, and in the Patient Library at the main hospital. Incumbent may also rotate to other JAHVH clinics as needed.

Duties

The Library Technician for the New Port Richey Clinic & James A. Haley Veterans' Hospital serves as an assistant in the patient health education libraries at the James A. Haley Veterans' Hospital and Clinics (JAHVH) and supports the work of the Veteran / Family Health Education Coordinator (VHEC). Duties include but are not limited to: Educates and assists Veterans, family members and staff with features of My HealtheVet. Teaches Veterans basic computer skills, such as navigating the Internet, printing and saving materials, creating email accounts, and computer file management. Trains Veterans in use of career search and resume development software. Manages purchases as a Designated Government Purchase Card Holder and meets the standards for documentation and reconciliation of the purchase cards as set forth by VA Financial Policy. Assists with program budget management and tracks expenses of purchased materials. Teaches Veterans and their family members about reliable and reputable online health education resources, such as such as MedlinePlus, HealthFinder.gov, Gale Cengage Health & Wellness Resource Center, and the Veterans Health Library. Assists staff and Veterans in locating library and health education materials and needed references, which may include interpreting complex medical information into everyday language, and/or helping to refine searches. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must meet the specialized experience. You may qualify based on your experience as described below: GS-07 grade level: One year of specialized experience equivalent to the GS-06 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Educates and assists Veterans, family members and staff with features of online health system. Teaches basic computer skills, such as navigating the Internet, printing and saving materials, creating email accounts, and computer file management. Helps to design, direct, and monitor education materials. Assists with implementing, reviewing, and revising program guidelines, policies, and operating procedures. Maintains supplies of training materials and other resources. Manages purchases as a Designated Government Purchase Card Holder. Assists with program budget management and tracks expenses of purchased materials.
