You will serve as a PROGRAM ANALYST in the Integrated Navy/Coast Guard Polar Icebreaker Program Office at USCG Headquarters of PROGRAM EXECUTIVE OFFICE SHIPS. You will lead the effort to recapitalize the nation's fleet of heavy icebreakers to ensure continued access to the polar regions.
Duties
You will serve as the Polar Security Cutter (PSC) Detail, Design and Construction (DD/C) APM, leading a team of government and contractor personnel responsible for managing the PSC design and construction contract.
You will develop and implement contract modifications, perform configuration management of the contract and attached technical data package, management of the CDRL data submission process and perform earned value management analysis.
You will coordinate with multiple stakeholders across NAVSEA, USCG, SUPSHIP, and the shipbuilder to resolve emergent contract issues, and presents status and decisional briefings to program management and senior leadership.
You will serve as management advisor to address a wide variety of interrelated subject matter, including financial, contractual, programmatic and other program office focus areas.
You will assume new responsibilities appropriate to the different phases as the program completes detail design and moves through construction, test, and post-delivery.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating contracted services performance metrics associated with the design and construction of shipbuilding acquisition projects.
