You will serve as a Program Analyst in the Business and Finance Branch (PMS 443), Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT.

Duties

You will support the Business Financial Manager (PMS 443) in all matters pertaining to the planning, development, execution, and reporting of assigned budgets and support of all financial products related to the sustainment of surface ships. You will monitor and analyze budget conformance to extant policies and regulations. You will conduct budget and cost estimating, planning, and development in conformance with the policies and practices of the DoD and DON Planning, Program, Budgeting, and Execution System (PPBES). You will provide advisory services to program leadership on all aspects of in-service ship sustainment financial management and initiatives related to Sustainment, Ship Control Systems, Logistics, Readiness, Acquisition, and Technical branches. You will analyze and recommend costs of alternative financial management and administrative operations. You will prepare coordinated reports, presentations and briefings in support of program actions. You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology. You will lead studies, surveys, reviews, and research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing program budget or financial requirements for the repair, maintenance, modernization, or sustainment of surface ships.
