This position serves as a Laborer within the Grounds Maintenance and Fleet Operations Unit, at the Atlanta VA Health Care System in Atlanta GA, The Laborer performs duties which involve grounds and maintenance work, including moving materials, assisting other type journeymen due to urgency of work to be accomplished, gardener's helper, policing grounds, moving furniture, truck driver's helper, loading and unloading trucks and other various duties.

Duties

Major duties and responsibilities of this position include, but are not limited to, the following: Perform various duties incidental to work situations such as roads and grounds maintenance which requires some degree of manual skills, prior work, experience or training. Load and unload trucks and other conveyors. Talking to others to convey information effectively. Listen to and understand information and ideas presented through spoken words and sentences. Operate vehicles and powered equipment, such as mowers, tractors, twin-axle vehicles, snow blowers, chain saws, electric clippers, sod cutters, and pruning saws. Mix and spray or spread fertilizers, herbicides, or insecticides onto grass, shrubs, or trees, using hand or automatic sprayers or spreaders. Maintain or repair tools, equipment, or structures, such as buildings, greenhouses, fences, or benches, using hand or power tools. Inspecting equipment, structures, or materials to identify the cause of errors or other problems or defects. Oil and service power equipment. Clean filters daily and tightens or sharpens as necessary. Operate vehicles and powered equipment, such as mowers, tractors, twin-axle vehicles, snow blowers, chain saws, electric clippers, sod cutters, and pruning saws. Care for established lawns by mulching, aerating, weeding, grubbing, removing thatch, or trimming or edging around flower beds, walks, or walls. Shovel snow from walks, driveways, or parking lots and spread salt in those areas. Provide proper upkeep of sidewalks, driveways, parking lots, fountains, planters, burial sites, or other grounds features. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the Job Elements: Ability to work with others Ability To Follow Directions in a Shop Knowledge of Equipment Assembly, Installation, Repair, etc. Ability to operate with dexterity and safety Reliability And Dependability Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Laborers exert very heavy physical effort in doing such tasks as frequently lifting and moving objects weighing over 23 kilograms (50 pounds), operating heavy power mowers on grades or pushing wheelbarrow loads of cement, etc. A laborer may perform duties that continually involve extremely heavy physical effort. Effort of this degree is typical of constant lifting and carrying items weighing 36 to 45 kilograms (80 to 100 pounds) or more.
