GS-7: Specialized Experience: For the GS-07 applicants must have 1 year of specialized experience equivalent to the GS-05 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience providing (1) Conducting queries utilizing automated systems; and (2) researching and analyzing program issues; and (3) present effectively in writing and verbally.
OR
1 full year of graduate level education or superior academic achievement. One year of graduate experience is 18 semester hours. You must submit a copy of your unofficial transcripts to support your claim
OR
A combination of graduate education as described in "A" and specialized experience as described in "B" above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. You must submit your unofficial transcript to support your claim.
GS-9 Specialized Experience: For the GS-09 applicants must have 1 year of specialized experience equivalent to the GS-07 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience (1) Researching and applying policies and procedures in work; and (2) Conducts meetings to gather information and (3) Conducts queries and data analysis utilizing automated systems.

2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (Eighteen semester hours is generally equivalent to one year of graduate education). NOTE: Applicants must submit supporting transcripts if qualifying based on education.
OR
A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required under letter A above. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience.
NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education.
Note: Superior Academic Achievement (SAA), may be substituted to meet the specialized experience requirement. Superior Academic Achievement (SAA) allows applicants to apply for certain positions at the GS-7 level if they have a Bachelors degree in a qualifying field of study and they meet one of the following requirements: class standing (upper 1/3 graduating class), G.P.A. is 3.0 or higher, or if applicant was a member in a National Scholastic Honor Society.
*One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recent Graduate Program:
Eligibility: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
Training and Development:
- Orientation program for Recent Graduates hired for the program
- Mentorship throughout the program.
- Individual Development Plan to create and track Recent Graduates' career planning, professional development, and training activities.
- At least 40 hours of formal, interactive training each year of the program.
- Positions offer opportunity for career advancement.
After Program Completion: Recent Graduates may be converted to a permanent position (or, in some limited circumstances, a term appointment lasting 1-4 years).
To be eligible for conversion, Recent Graduates must have:
- Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
- Demonstrated successful job performance.
- Met the qualifications for the position to which the Recent Graduate will be converted.
This position is for Recent Graduates (RG) who have completed within the previous two years a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduate Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. In no event, however, may the individuals eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.
This is an excepted service appointment expected to last one year under the OIG Pathways Recent Graduate Program. After the RG successfully completes the one year developmental program and meets the OPM Qualification Standards for an Investigative Analyst, OIG may non competitively convert the RG to a term appointment for 1 to 4 years or permanent appointment in the competitive service.
Note: Conversion is not guaranteed or an entitlement and is based on the needs of OIG. At the agency's discretion, this position may allow for promotion eligibility. Upon conversion the Investigative Analyst, GS-1805 has promotion potential to the GS-13 grade level. Applicants must meet all the qualification requirements, including education, described below within 60 days of the closing date of this announcement.
