This position is part of the National Archives and Records Administration. This position is located in Information Services Portfolio Investment Services Delivery, Program Management Division (IG). Information Services (I) is responsible for the overall success of the Information Technology (IT) program for NARA.
Duties
As an IT Program Manager, you will:
- Be responsible for the overall planning, direction, and management of all IT engineering and security aspects of the system life cycle phases.
- Provide advice to other IT experts within and outside the Agency and serves as senior expert and technical advisor to NARA IT on the integration of significant IT and communication programs that are of great scope and complexity.
- Provide technical guidance on the system development lifecycle and identifies any actual or potential cost anomalies and determines measures to avoid adverse impacts to project timelines.
- Oversee NARA process redesign and program analysis projects.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience in an IT program management or equivalent role monitoring and analyzing proposed and existing projects to ensure they meet business objectives. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work, part-time work is considered on a prorated basis. Examples of specialized experience could include:
- Leading strategic planning activities to support alignment with line of business goals which includes collaboration, consensus and prioritization of forecasted budget funding requests for investments in future technologies. OR
- Utilizing the Federal acquisition life cycle to identify agency IT requirements and determine the most appropriate method for procuring items that support these IT requirements. OR
- Creating and presenting to a leadership board new business needs and business cases that support legacy system modernization.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
