Duties

This position serves as an advanced developmental Outdoor Recreation Planner for one or more specifically assigned outdoor recreation programs (e.g. Wilderness, National Conservation Lands, Off-Highway Vehicles, Visitor Services, Visual Resources, Travel, Transportation, Wild & Scenic Rivers, Accessibility) in a Bureau of Land Management (BLM) Office. The incumbent works under the guidance and supervision of a higher level planner and/or supervisor to develop technical skills in the outdoor recreation planning discipline in order to be able to analyze, evaluate, and coordinate matters involving recreation planning, development, and use. The position is responsible for developing the skills to apply a full range of analytical techniques to identify, interpret, and resolve moderately complex planning issues and complete a variety of well-precedented projects and assignments. The position will ensure consistency with all existing regulations, policies, and directives. Facilitate partnerships with other agencies to encourage cooperative management strategies. Provide recommendations to management on recreation program needs, priorities, and strategic goals. Monitor and inspect the operation of public use sites, permit programs, concessionaire operations, facilities, etc. Coordinate with managers, planners, and resource specialists to identify recreation program needs. Represent the organization at conferences and other events to gather or present information.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with coordinating outdoor recreation programs with other organizations and the public; (2) assisting with reviewing recreation program policies or standards to develop content for environmental and project planning; (3) working with others to gather data and identify trends on recreation related topics; (4) assisting with participating in the execution/monitoring of recreation program budgets. (NOTE: Your resume must demonstrate how you meet this requirement, or you may be found ineligible.) OR Education: Successful completion of one (1) full academic year of graduate level education from an accredited college or university in a field directly related to the work of the position such as outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. (Note: You must submit transcripts.) OR Combination: Successful completion of an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. (To calculate, first take the number of months of experience and divide by 12 months; then determine your post-high school education as a percentage). One year of full-time undergraduate study (post-high school) is defined as 30 semester hours or 45 quarter hours; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Note: This will be verified using your resume and transcripts submitted with your application.) OR Superior Academic Achievement (SAA): Successfully completed a Bachelor's degree from an accredited or pre-accredited institution that includes major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.)3.0 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
