This position is located in the Headquarters office of the Office of Criminal Investigations (OCI), Office of Regulatory Affairs (ORA), Food and Drug Administration (FDA). Incumbent is responsible for the expert installation and operation of technical surveillance and communications intercept equipment used during the criminal investigative, enforcement, and intelligence operations conducted by OCI.

Duties

Serve as an expert source of surveillance program knowledge and support for FDA\OCI. Manage the complex technical aspects of the OCI’s activities regarding electronic surveillance and evidence gathering on a nationwide basis. Design, acquire, assemble, modify, test, and prepare technical surveillance equipment for installation. Conduct covert installations in a variety of undercover locations. Attend and receive briefings concerning the objectives of specific criminal investigations, available intelligence on identified suspects, and the evidence collection requirements for the activity. Develop written operational plans that document the best technical surveillance options for the specific criminal investigation. Develop and implement technical training for special agents on application, operation, and use of technical surveillance equipment. Maintain liaison and working relationships with public utility firms, Federal, State, and Local law enforcement agencies in joint surveillance projects. Prepare and provides justifications for equipment requests. Makes recommendations for improved operational effectiveness.

Qualifications

The position of Surveillance Specialist falls under the 1801 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/28/2023. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Applicants must have 52 weeks at the GS-11 grade level or higher in the Federal service for the GS-12 grade level. Applicants must have 52 weeks at the GS-12 grade level or higher in the Federal service for the GS-13 grade level. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes designing, acquiring, assembling, modifying, testing, preparing, and installing technical surveillance equipment in support of criminal investigations. GS-13: One year of specialized experience that is equivalent to at least the GS-12 grade level in Federal service which includes accompanying and assisting Special Agents, other law enforcement personnel, or by themselves to install, adjust, repair, or recover surveillance devices; and evaluating and recommending potential uses of new state-of-the-art technical surveillance equipment to management. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
