About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W03KAA WALTER REED ARMY INS OF RESEARCH.
Duties
Perform security actions for the Walter Reed Army Institute of Research in all areas of Personnel Security and Information Security relative to Couriers of classified material, Entry/Exit Inspections, and other security inspection programs.
Responsible for the coordination of all aspects for security for the Institute’s main campus and three overseas detachments with a combined strength of approximately 1,800 employees.
Develop and implement multi-discipline security programs and procedures. Manage Personnel Security, Information Security, and Foreign Disclosure, Force Protection and background investigations programs.
Conduct security briefings, security training exercises, physical security inspections, take classifiable fingerprints, prepare Serious Incident Reports, Command Critical Information Reports, and conduct security in and out processing of employees.
Manage, assess, and advise on security program management, Information Security, Personnel Security, Foreign Disclosure, Sensitive Compartmented Information (SCI), and Force Protection/Anti-terrorism security discipline areas.
Direct the conduct of surveys and inspections, review and coordinate work, review workflow and distribution, and review overall work to ensure effective accomplishment of activity goals.
Perform full range of technical and administrative supervisory functions to include personnel management, training management, performance management, security office administration.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.
- Must be able to obtain and maintain Security Fundamentals Professional Certification (SFPC) within first two years of employment. See "Other Information" for more information pertaining to this requirement.
- May be required to wear military-issued uniforms during performance of some duties.
- Must successfully complete a pre-employment physical.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined experience that demonstrates a practical knowledge of the methods and techniques of multi-discipline security program administration as demonstrated by (1) administering a multi-disciplined security program that includes providing advise and guidance within Personnel Security (PERSEC) and Information Security (INFOSEC) security program disciplines; and, (2) conducting security inspections for PERSEC and/or INFOSEC discipline areas; and, (3) managing background investigations for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade level in the series.
