The VA Northeast Ohio Healthcare System is recruiting for a Program Assistant. The Program Assistant will function within Patient Care Administrative Service (PCAS).

Duties

Provides technical support and consultative assistance for all MHV programs and systems. Provides training to clinical and non-clinical staff on proper use of MHV Secure Messaging system. Conducts site visits to determine educational and technical needs. Provides technical support to all service lines within VANEOHS. Troubleshoots communication issues and provides solutions to end-user participants. Monitors local MHV network activity. Files activity reports including a log of trouble tickets, technical reports, and site assessments. Schedules and provides MHV technology maintenance, readiness, and downtime. Researches and prepares cost estimates for new MHV technologies and systems and supports the installation of new and existing MHV technologies and systems, ensuring they are online and ready for use within established/required timeframes. Develops procedures and systems for establishing, operating, and assessing the effectiveness of MHV programs throughout VANEOHS, as well as the accomplishment, evaluation, and monitoring of audits, inspections, and management reviews. Conducts analysis of all OPSCs and CBOCs within VANEOHS with VISN, Regional, and National impact. Maintains responsibility of all MHV Kiosk workstations, registering and maintaining MHV end points. Develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems or establishes a database management system to improve tracking methods. Monitors and reports on the status and progress of programs and projects to ensure that on work priorities, methods, deadlines, and quality have been met. Evaluates, processes, and makes recommendations for effective business and organizational changes. Independently reviews quality and performance data (e.g., patient satisfaction surveys, image quality, performance metrics, clinic wait times, etc.) for MHV program effectiveness and satisfaction, and develops process improvements as required. Participates, tracks and monitors development of office and program equipment, travel, etc. Provides information or designee in decision making, policy development, and resource planning for all MHV programs. Analyze statistical and demographic data to support program development and to aid in the establishment of goals and objectives. Serves as a contact and resource person for individuals requesting information about MHV programs, furnishing them with the desired information or directing them to the appropriate resource. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. In addition to the qualifications above you must also have: Specialized Experience: You must possess one year of specialized experience equivalent to the GS-05 level in the Federal service to qualify for the GS-06. Specialized experience is defined as: providing technical support and consultative assistance utilizing MHV software program; analyze statistical and demographic data, verifying accuracy and completeness of information on paper or computer documents or records, maintaining and updating reports, utilizing spreadsheets, database, and word processing; gathering and compiling data, preparing presentations and agendas; taking notes at meetings; providing guidance on laws, regulations and policies; recommending improvements, resolutions or solutions to problems, entering data using complex software to compose and revise documents. You will be rated on the following Competencies for this position: Myhealthe Vet Policies and Procedures Communication Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, and occasional travel to VANEOHS locations. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds, and will reach above shoulder level, squat, stoop, or kneel for technology installation or in assistance with technology installation. Fieldwork will involve travel for training activities, attendance at meetings and conferences.
