The primary purpose of this position is to serve as the Command Writer-Editor for CDRUSSPACECOM, DCDRUSSPACECOM, and the Chief of Staff while assigned to the Secretariat, Joint Staff.

Duties

Serves as a central researcher, writer, editor, proofreader, and production coordinator for a variety of multimedia communications deliverables, that articulate, interpret, and explain highly complex and important command policies, programs, surveys, and research findings. Serves as an authority on technical writing and performs editorial reviews on sensitive written material and products. Ensures documents from disparate functions provide congruent messaging that meet Commander intent and priorities.

  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.

  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.

Qualifications

Conditions of Employment Cont'd; Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of effective writing and editing, which includes standard word usage, syntax, parallel construction, transition, sentence structure, spelling, capitalization, syllabication, grammar, abbreviation, punctuation, indexing, and format as needed to compose documents and to ensure continuity and lucidity of complex subject matter for formal publication. Knowledge of research methods and techniques, use of primary and secondary source material, and the various finding aids appropriate to traditional and on-line library/archives, as needed to locate and identify subject matter sources, document sources properly, verify content, and select supporting information. Knowledge of military subject matter areas and related terminology such as airpower doctrine and strategy, national and military strategy and doctrine, military history, and leadership, deployment of forces, logistics, weapon development and technology, international relations, and current events as needed to understand projects and establish rapport with authors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of grammar, writing, editing practices, and style requirements; as well as research, analysis, and evaluation techniques sufficient to examine, verify, and consolidate messaging for complex issues and information derived from multiple sources. Knowledge of military process and doctrine, including USSPACECOM Strategic Vision, Concept of Operations, Battle Staff Standard Operating Procedures, Joint policies and procedures; DoD, Joint, and Services' organizational structures; and stakeholder perspectives for operations in the Space domain. Knowledge of space principles, and ability to research and articulate the evolving space domain and space resources. Ability to interpret and explain a variety of complex subjects, and skill to analyze and present the information in a manner appropriate for the intended audience, including the highest levels of the US government, in a time constrained environment. Ability to negotiate and gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
