This position participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre-bid conferences to orient and inform bidders as to features, requirements, and special conditions.

Duties

Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants. Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work. Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Prepares progress reports and computation sheets from bid breakdown. Furnishes all reports and data required for transfer upon completion of construction. Arranges meeting with the contractor and participates in the negotiation of these adjustments. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspecting materials and workmanship and ensuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position. To qualify you must possess one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience preparing and maintaining designs using AutoCAD or other specialized software. Experience gathering, analyzing, and maintaining statistical data and reports that monitor contract compliance. Skill in communicating orally and in writing to convey information and prepare briefing papers. Applying a wide range of concepts, practices, regulations, policies, and precedents. Experience in identifying, evaluating, and recommending appropriate solutions to resolve complex interrelated problems and issues. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.
