The Training Specialist establishes and implements training, both hands on equipment and process training, as well as mandatory training required by the facility. This position is in the Learning Organization under the Office of Higher Reliability Kansas City Veterans' Affairs Medical Center (KCVAMC) in Kansas City, Missouri, reporting directly to the Administrative Officer (AO)

The Training Specialist is primarily responsible for planning, developing, delivering, implementing, evaluating, updating, and coordinating training-related services, materials, and activities in support of Learning Organization. Major duties include, but are not limited to: Coordinates education program/project activities such as meetings, conferences, information gathering. Negotiates various aspects of the program/project. Coordinates educational efforts for existing educational programs with issues/difficulties that present barriers to program or project delivery and application such as diversity of program requirements, lack of precedent, or variety of settings to ensure broad utilization of programs by a diverse workforce. Coordinates projects for the development/implementation of training courses or course materials. Coordinates activities associated with significant matters such as course prerequisites, objectives and contents, instructional methods, etc. Identifies and determines new educational programs required to align with training priorities, conducts and administers training programs, develops, and improves training guidance for new and existing programs. Performs duties involving promoting, coordinating, and improving education programs. Participates in educational program/project activities such as meetings, conferences, information gathering. Promotes specific programs/projects through participation in agency operational or planning meetings or similar activities where the incumbent publicizes education program accomplishments and solicits support and cooperation necessary to ensure program success. Assists with the development of strategies for effective communication of program information. Able to identify personnel, facilities, supplies, and materials needs, prepares a program plan. Develops courses for training programs based on identified training needs under the guidance of the DLO to ensure broad utilization by a diverse workforce. Develops, updates and implements internal procedures, training plans, course materials and methods, recommends new training sources. Assures the smooth and effective administration of individual courses/training programs. Works with instructors/trainers to facilitate training, determine class size, identify appropriate participants, funding etc. Assures a wide range of teaching methods/ tools are utilized, based on the students' learning needs or requirements. Participates substantially in coursework development or modification for specific learners to ensure broad utilization by a diverse workforce. Provides instruction covering a wide variety of topics in well-established areas of a subject-matter field. Uses adult learning principles and techniques, and a wide range of teaching methods or strategies, based on the students' learning needs or requirements. Reviews, analyzes, and evaluates individual training courses/programs to assess their quality and effectiveness. Plans for accomplishing evaluation of criteria. Establishes standards by which individual education programs will be evaluated. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficacy of program operations to develop, design, coordinate/conduct staff developmental education programs. Knowledge of adult learning methods and modalities to deliver staff developmental education programs including classroom, virtual, and hybrid models. Ability to evaluate educational programs and application of evaluation data to revise and improve content of educational programs. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the program area; knowledge of the major issues, program goals, and objectives, work processes and administrative operations of the organization to provide technical assistance, consultation and guidance on VHA education programs. Knowledge of a wide variety of content development and delivery tools and computer software programs to ensure effective and efficient communications with staff and learners, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond High School. Current Title 38 Hybrid and Canteen employees: To qualify for a Title 5 position based on the Interchange Agreement, you must meet the following: 1. Be currently serving under a permanent appointment. 2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. You will be rated on the following Competencies for this position: CommunicationCustomer Service (Clerical/Technical)Education and TrainingEducation and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee. Work Environment: Work is performed in an office setting and other locations throughout the Facility and occasionally offsite. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
