This vacancy is for a Printing Specialist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Evaluates printing requirements and advises sponsor about the options available to print or design their job, methodology for completing the program and regulatory requirements. Manages major and complex printing management programs for the Bureau of the Census. Coordinates printing project activities, such as press sheet inspections, production, and quality assurance, through collaboration with various sponsors. Develops complex and involved technical printing, binding and distribution specifications to establish term contracts through the Printing Office.

Minimum Education Requirement: Education Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience including, but not limited to: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. AND For the GS-09 Specialized experience: For the GS-09, Have one year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: Scheduling printing for a variety of publications, Routing printing request to proper workflows, Assisting with determining appropriate source(s) and cost for printing and binding services, Assisting with preparation of artwork for print production. OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related For the GS-11 Specialized experience: For the GS-11, Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: Planning and scheduling printing of a variety of publications, Analyzing printing requests to determine feasibility for production, timeliness, and costs, Updating artwork in preparation print production, and Ensuring all printing requirements are in accordance with federal printing laws and regulations. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related For the GS-12 Specialized Experience: Specialized experience: For the GS-12, Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: Performing administrative work using desktop publishing software, printing processes, or reprographics; Developing and determining printing project plans to meet the goal of the printing program; Applying relevant laws, regulations, and techniques to ensure compliance; Identifying requirements and anticipated costs for new term contracts; and Recommending changes in printing program policies and procedures. Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
