This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Financial Officer, Office of Finance, Financial Accounting Division (FAD), Accounts Payable and Receivable Branch. The FAD in accordance with the Prompt Payment Act and performance guidelines provided by the Office of Management and Budget (OMB), the Department of the Treasury, the Department of Commerce, and the USPTO.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at here Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-11 For this position, the next lower grade level is a GS-09. Specialized experience for this position includes: Experience evaluating policies, procedures, and internal controls procedures to improve the efficiency and effectiveness of the travel management program. Experience providing guidance and advice regarding travel, travel card issues, visa passports, etc. to other specialists, analysts, and customers. GS-12 For this position, the next lower grade level is a GS-11. Specialized experience for this position includes: Experience analyzing, improving, and/or evaluating the efficiency and effectiveness of a travel management program or portions of a program. Experience providing guidance and advice regarding travel, travel cards, visa passports, commuter transit subsidy benefits/card accounts, etc. to other specialists, analysts and customers external to the program management office. Experience using a web-based electronic access system (i.e. travel management system) and administering a government charge card and/or commercial payment program/solution (i.e. travel or transit credit cards, transportation vouchers). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience at the GS-11 grade level as follows:

A Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such a degree in a related field of study OR an LL.M., if related;

OR Equivalent combination of qualifying graduate education and experience.

Education may not be substituted for experience at the GS-12 grade level.
