This position is located in the Audit Component, Corporate Planning and Staff Support Management Division. This position serves as a technical expert providing support to Audit operations related to corporate planning, business processes and Information Technology systems, information management, audit coordination, and corporate reporting. The position can be located at Alexandria VA, Yorktown VA, Philadelphia PA, Indianapolis IN, Cleveland OH, Columbus OH, or Denver CO.

Duties

Assists in gathering inputs, coordinating and tracking annual oversight plan development. Monitors execution and measures against established metrics and goals. Assists in performing studies to analyze and make recommendations to improve the effectiveness and productivity of operations and procedures. Administers, develops, and monitors Audit’s use of OIG Information Technology (IT) systems. Assists Audit staff addressing technical issues that arise while using OIG IT systems. Assist with monitoring and ensuring the accuracy and completeness of information records within IT systems. Ensures the procedures, processes, and IT systems enable compliance with GAGAS and internal guidance. Assists in the internal and external coordination of projects with the Service organizations and Government Accountability Office (GAO) to ensure de-confliction and avoid duplication of oversight efforts. Assists in analysis and reporting for OIG and Congressional requests regarding oversight efforts, budget requirements, and performance results. Reviews and coordinates responses to DoD Hotline and OIG Freedom of Information Act cases.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret Level security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Qualifications for the 0511 Series: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. or Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. AND Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: Specialized experience is defined as: Experience with Government Auditing Standards, auditing concepts, and auditing procedures. Experience in oral and written communication methods and techniques. Experience in analyzing information, drawing conclusions, and recommending corrective action as required. Experience in maintaining successful working relationships with internal and external personnel and groups. Experience in using internal IT systems. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: Auditing Series 0511 (opm.gov) Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

Education cannot be substituted for experience at this grade level.

Pass/Fail Courses: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Accreditation: Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute for experience.
