About the Position: Serves as project engineer/operations research analyst and technical specialist responsible for personally performing and for planning, managing, directing, and controlling the efforts of contractors and other Government agencies. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties

Identify critical engineering and physical problem areas limiting the effectiveness of space, missile defense and high-altitude systems. Provide technical advice and assistance to other engineers and technicians on possible approaches to solutions on specific problems. Conduct conferences, provides briefings, and served as a member of panels with responsibility for actively participating in special technical investigations. Evaluate overall status of progress and recommend redirection of effort, cancellation of projects or other actions. Perform engineering/scientific duties within a major project area in research, design, development, and application of space, missile defense and high-altitude systems and technology. Conduct studies to analyze, evaluate, and determine practicability and adaptability of maturing space, missile defense and high-altitude technologies into an operational construct. Serve on an analysis team responsible for review of results and studies toward optimal effectiveness, isolation and definition of problem areas, and technical guidance and coordination to affect the design of systematic, analytical programs.

Additional information about transcripts is in this document. Basic Requirements for Professional Engineering: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). Basic Requirements for Operations Research: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service. Specialized Experience: I have one year of specialized experience equivalent to at least the NH-02/GS-11 grade level in the Federal service which includes: 1) Managing the development, maintenance, and utilization of computer network nodes, associated models, and simulations that allow top level systems analysis by the individual user; and 2) Leading investigations of advanced modeling and simulation technology for incorporation into appropriate space, missile defense and high altitude mission system constructs for validation, analysis, training and testing.
