Duties

This Financial Specialist is located the Budget and Finance Branch (BFB), Operations Management Division (OMD), Law Enforcement/Federal Air Marshal Service (LE/FAMS) Transportation Security Administration (TSA), Department of Homeland Security (DHS). The incumbent of this position will serve as the Financial Specialist responsible for deciphering, analyzing, and evaluating financial information for all LE/FAMS travel programs. Duties include but are not limited to: Independently deciphering, analyzing, and evaluating financial information retrieved from the core accounting system, agency travel management system reports, etc., for all LE/FAMS programs in order to provide sound advice and technical expertise concerning financial matters with travel nexus to all levels within the organization. Monitoring and reviewing organizational travel-related financial activity on a daily basis; define, plan, and organize reviews of financial audits of completed travel vouchers to ensure appropriate payment and validity of travel claims; prepare, review, and synthesize reports for use by OMD management and LE/FAMS upper management Supporting and leading efforts to develop and maintain workforce understanding of the agency's travel management systems and related financial processes and procedures Conducting both routine and in-depth research of the full range of financial topics as they relate to policies, procedures, appropriations law, and regulations in support of agency travel management requirements. Maintaining a high level of proficiency in a variety of software tools in order to complete assignments, direct assignments, and develop high quality products for consumption by management. The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (G and H Bands) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying a basic knowledge of applicable laws, regulations, procedures, and practices relating to the management of financial data and its documentation; and Applying a basic knowledge of Federal travel regulations; and Using an automated travel system to assist travelers with the preparation of travel documents. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Implementing and evaluating complex accounting and financial programs, policies, and accounts; and Researching, analyzing, interpreting, and providing advice and counsel to program officials on travel policies, procedures, and laws; and Applying knowledge of automated travel systems to assist travelers with preparing travel documents; and Applying knowledge of Federal travel regulations. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as progressively responsible experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience providing advisory services on financial management or accounting program policy to ensure regulatory compliance; and Applying knowledge of financial management laws, principles, methods, techniques, and policies; and Applying knowledge of automated travel systems to provide assistance with preparing complex travel documents; and Applying knowledge of Federal travel regulations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
