This position is located at the Southern AZ VA Healthcare System Radiology Department under the Radiology Service Line. The incumbent serves as the direct supervisor of the Diagnostic Radiologic Technologists (US) and Medical Instrument Technicians (US). The incumbent reports to the Radiology Assistant Chief Technologist.

Duties

Duties and responsibilities include, but are not limited to: Reviews all ultrasound (US) studies for accuracy, completeness, and technical quality. Reviews and assures US section meets accreditation. Coordinates the flow of patients through the US section by efficient assignment of work and maximum utilization of staff and US equipment. Expedites the examinations of acutely ill patients by communicating and working with Radiology staff, nursing, and radiologists. Works with other services to meet their imaging needs as well as from locations outside the radiology department/medical center. Performs US procedures in the US section when staffing levels require the incumbent to do so. As staffing dictates incumbent may be required to work off tours (PM, AM, Holiday shifts). Ensuring that patient care is continued without delay or interruption. Plans in-service programs for technical staff based on parameters set by the Supervisory Diagnostic Radiologic Technologist, Chief Technologist, Clinical Directors, or Radiology Service Chief. Oversees image transmission and acquisition process to ensure that all US images are transmitted into PAC's system. Performs QA on imaging equipment and assists the physicist as needed performing QA on all US equipment. Coordinates with Biomedical Engineering or QM technologist to schedule routine maintenance, repairs, and evaluations. Assesses and reviews requisitions with clerical staff and technologists, interacts with requesting physicians and radiologists regarding requests when necessary. Effectively communicates verbally and through example and attitude, the goals and mission of the service to employees under their supervision. Ensures activities of division are carried out to meet the goals of the department in a timely manner. Performs evaluation of employees under their supervision, i.e. competency reviews, performance appraisals, and training requirements. Oversees image transmission and acquisition process to ensure that all US images are transmitted into PAC's system, including CPT code reviews. Oversees Imaging Quality Assurance Program. Advises employees under their direct supervision of performance requirements. Keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct. Conducts fact-finding investigations and works with Human Resource Specialists to ensure appropriate actions are taken when necessary. Deals with union representatives on matters involving action by an immediate supervisor. Implements provisions of personnel management programs where well-established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices. Resolves conflicts within their jurisdiction as appropriate; refers problems to the Supervisory Diagnostic Radiologic Technologist or Chief Technologist when necessary. Approves vacation and leave requests while maintaining adequate staffing levels. Ensures all staff are fully trained on imaging equipment and procedures. Coordinates shift coverage, room rotations, and monthly work schedule to ensure coverage and cross-training needs are met. May provide supervision on tours of duty other than normal 8am to 4:30pm tours. The incumbent is responsible for the quality assurance of the image (positioning/label/technique/network information) prior to transmission to the PACs (picture archiving) network. The incumbent is responsible for training staff to transmit images to offsite locations for after-hours reads. Ensures the monitoring of the activities within the diagnostic section and takes appropriate action as required to ensure their efficient and effective operation. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations". For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition. English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Instrument Technician GS-10 At least 1 year of experience comparable to the next lower grade level (GS-09), which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Advanced knowledge of complex and non-standard treatment and examination procedures and techniques. *Ability to plan and assist in the establishment of a completely integrated treatment and examination program. *Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. *Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. *Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. *Knowledge of JCAHO and other regulatory requirements. Ability to communicate effectively and professionally with employees at varying grade levels. *Ability to manage and supervise employees. *Ability to provide, or provide for, staff development and training. Preferred Experience: Two years of vascular ultrasound experience or two years of diagnostic ultrasound experience. Musculoskeletal Ultrasound procedures and training experience. OB/GYN Ultrasound procedures. ARDMS certification preferred. Supervisory Experience. References: VA Handbook 5005/54, Part II, Appendix G27, Medical Instrument Technician Qualification Standards. The full performance level of this vacancy is GS-10. Physical Requirements: Light lifting, under 15 lbs., moderate carrying, 15-44 lbs., reaching above shoulder, use of fingers, standing 4-6 hours; hearing, aid permitted. Duties require extensive use of fingers to perform keyboarding and the ability to hear requests by phone and in person. Version must be adequate to read and prepare documents.
