Duties
Conducts research, gathers/maintains data relating to mitigation/restoration of surfaces to a productive condition including; record research of inactive wells, abandoned locations, and access roads to verify locations of operator/lessees.
Coordinates and participates in inspections to identify sites needing additional work to achieve adequate restoration.
May serve as a member of a Field/District office interdisciplinary team dealing with issues concerning hazardous waste cleanup or environmental protection.
Correlates environmental data; adapt/apply computer modeling techniques to simulate changes in air, water, soil and more that affect human health and the environment. Provides the team with the results of the environmental analysis for consideration.
Arranges and participates in the inspection of locations for proposed operator and corporate production actions to determine the potential impacts of the operations.
Makes recommendations on implementation of mitigating measures to reduce the impacts.
Participates in conducting related inventories and monitoring activities that support land use plans. Conducts follow-up actions to releases and spills such as recovery and mitigation.
Assists in the coordination of research projects and the preparation of grants, agreements, and/or contracts for hazardous materials cleanup, site remediation, and environmental assessments.
Works closely with senior specialists in coordinating and consulting with local Tribal Councils, State agencies, other Federal Agencies, government officials, special interest groups, and other members of the general public.

Qualifications

To qualify for the GS-09, you must have one (1) year of specialized experience equivalent to GS-07 in the Federal service. Specialized experience is further defined as demonstrating a working knowledge of the theories, principles, and techniques of natural resource management related to developing and monitoring mitigation stipulations for surface use activities and reclamation. Conducting compliance and monitoring of abandoned oil and gas well sites and other hazardous materials sites for the protection of public land resources; planning, implementing, and evaluating environmental protection programs; leading environmental facility inspections to ensure compliance with applicable laws and regulations; advising management on environmental program status; preparing reports; and training others on specific environmental topics. OR have completed a master`s or equivalent graduate degree. A copy of your college transcript must be provided; OR have 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. A copy of your college transcript must be provided; OR have an equivalent combination of education and specialized experience as described above. A copy of your college transcript must be provided.
To qualify for the GS-11, you must one (1) year of specialized experience equivalent to GS-09 in the Federal service: Specialized experience is further defined as comprehensive knowledge of natural resource principles as they relate to developing and monitoring mitigation stipulations for surface use activities and reclamation. Analyzing and evaluating diverse environment conditions; analyzing biological components and processes in the context of ecosystems including environmental factors, physical-chemical and social relationships; and working as a member of an interdisciplinary team. OR have completed the requirements for a Ph.D. or equivalent doctoral degree. A copy of your college transcript must be provided; OR have 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. A copy of your college transcript must be provided; OR have an equivalent combination of the specialized experience and education described above. A copy of your college transcript must be provided.

You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
