The incumbent works closely with the Chief, Finance Service as a full assistant and serves as an advisor to top management officials including, but not limited to the Medical Center Director, Associate Director, Chief of Staff, Nurse Executive, and Service Line/Service Chiefs, The incumbent also works very closely with the VISN CFO Office.

Duties

Major Duties: Participates in meetings and conferences concerning the operating of the facility and advises on the status of programs, with regard to program objectives, progress and accomplishments, and alternative actions. Performs duties that included assigning work to subordinates based on priorities, evaluate work performance of subordinates, develop performance standards, identify training needs, provide instruction on technical and administrative matters, and hear and resolve employee complaints, interview and tentatively select supervisory and non Provides advice and guidance on policies and plans pertaining to resource requirements for the facility financial program(s). Acts independently in conducting or supervising special projects, studies or task forces to improve financial management systems and recommends actions concerning workload and resource management. Plans and administers the scope of financial activities, to include accounting, budgeting, and payroll to support Medical Center operations. Analyze and interpret financial data to support reconciliations, financial measures, and budget reports. Acts for Chief, Finance Service during all absences. Responsible for maintaining a system of accounting records for all financial transactions of the Department of Veterans Affairs· related to or arising from activities within the jurisdiction of this Medical Center. Analyze, supervise and direct the recording of all transactions in the General Ledger and Operating Cost Ledger to provide a complete accounting on an accrual basis for assets, liabilities, operating, interoffice and budgetary accounts. Incumbent serves as the technical advisor to the Financial Manager and Station Management and is delegated complete responsibility to establish and implement accounting systems, which are not in the Department of Veterans Affairs PMS and PAID computer programs using ADP capabilities when applicable. Plan, initiate, and direct the compilation, preparation, and verification of summary reports developed from accounting records so as to ensure monthly submission of complete and accurate financial date to VA Corporate Office or the Network Office. Furnish management with all required and requested financial statements and offer technical advice to operating officials on all phases of accounting including the analysis and interpretation of pertinent accounting data. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying the theory, principles, concepts, practices, and policies of accounting. Recording, summarizing, analyzing, and reporting on financial transactions. Preparing, developing and reviewing budgets to identify and forecast usage of funds. Applying Financial Management by monitoring, protecting and reporting on financial resources. Researching and interpreting financial legislation, statutes and regulation. Communicating with internal and external stakeholders. You will be rated on the following Competencies for this position: Customer Service Financial Management Principles of Accounting Budget Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
