This position is in the Planning, Programming and Environmental Branch of Western Federal Lands Highway Division (WFLHD) and ensures that environmental programs, studies, and/or documents comply with appropriate environmental policy acts, regulations and laws. You will also provide guidance and technical expertise to State Departments of Transportation, State and local transportation partners, Tribal Governments, Federal resource and regulatory agencies, and/or internal FHWA offices.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible. For the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and related laws such as Section 4(f) of the DOT Act, Section 106 of the National Historic Preservation Act, and/or laws concerning archeology, endangered species, noise impacts, project level Air Quality conformity determinations, and Presidential Executive Orders; AND Experience preparing and reviewing environmental documents including, but not limited to Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CE), Environmental Assessments, Purpose and Needs Statements, Alternative Analyses, etc.; AND Experience working with other Federal and/or State agencies to resolve complex environmental issues/problems in accordance with NEPA requirements. You cannot use education to qualify at this grade level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.All applicants must meet all qualification requirements by the closing date of this announcement.
