The Physical Therapist Outpatient/Orthopedic Clinical Content Specialist expert serves as a consultant and subject matter expert in the treatment of Outpatient/Orthopedic Patients seen in RLRVAMC.
Duties
Clinical:
Recognition of age, development and cultural needs of patients.
Performs physical therapy evaluation and treatment with hospitalized patients, outpatients and employees, male and female, ages ranging from adult to geriatric, having a variety of disabilities.
Serves as subject matter expert for students and others on the physical therapy staff in all areas of PT but especially as it relates to his/her area of clinical specialization.
Employs higher level motivational techniques to enlist patient participation and utilizes advanced clinical evaluative and rehabilitation techniques that are only incumbent of one who has been through advanced levels of training in a specific area of specialization.
Evaluates patient's condition upon appropriate referral to physical therapy to determine treatment plan.
Performs and interprets results of tests and measurements for use in preparing for modification and/or evaluation of patient treatment, and adjusts the treatment based on changes in patient's condition.
Evaluates patient needs with respect to prescribed braces, orthotics, and selects appropriate appliances, determines which suits the patient best, and recommends necessary modifications to provide for proper fit.
Participates in inpatient, acute rehabilitation, and other outpatient rehabilitation duties as clinical functions are needed and dictated by section and service leadership.
Education:
Identifies continuing education needs based on performance of physical therapy staff regarding outpatient/orthopedic care especially as it relates to his/her area of clinical specialization.
Provides continuing education in the form of in-services and clinical training programs to physical therapy staff on subject matter of outpatient/orthopedic care, on an as needed basis and as it relates to his/her area of clinical specialization.
Serves as subject matter expert in outpatient/orthopedic are and as a consultant to physical therapy and other medical center staff in evaluating and treating patients relating to his/her specific area of specialization.
Administrative:
Is responsible for reporting any unusual difficulties involving the treatment of patients of orthopedic/outpatient or related to his area of specialization directly to the Physical Therapy Supervisor or the Chief of PMRS.
Establishes and maintains an appropriate QA monitor relating to patients that relate to his/her area of specialization.
Schedules patients for treatment, considering priority and frequency of care and coordinating schedules with other members of the treatment team.
Documents performance and timely treatment and achievement of treatment goals assuring high-level productivity and cost-effective treatments are provided.
Assures all documentation is done timely on all patient visits.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and Experience: Individual must meet at least one of the requirements below:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
Doctorate degree in physical therapy.
Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Grade Determinations: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level and one of the following:
Evidence of a minimum of 2,000 hours of clinical practice directly in the specialty area. This time must be between the past two and five years; OR
Board Certification in the specialty area recognized by the ABPTS; OR
Completion of a fellowship program; OR
An additional advanced degree in a related field.
In addition to the experience applicant's must be able to demonstrate all of the following KSAs:
Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in a specialized treatment area of physical therapy.
Ability to serve as a consultant and subject matter expert for health care providers regarding the delivery of care within a specialized content area of physical therapy (see paragraph 2i).
Ability to teach and mentor medical center staff in a specialized content area of physical therapy.
Ability to guide the work of a multi-disciplinary team in a specialized content area of physical therapy.
Advanced knowledge and expert skill to perform and interpret specialized procedures and tests in evaluating the treatment outcomes in the assigned specialty content area (see Definitions, paragraph 2. i.).

Physical Requirements: In many assignments, the work involves regular and recurring physical exertion such as prolonged walking, standing, sitting, bending, pushing/pulling, positioning of severely disabled patients, transportation of patients in wheelchairs, moderately heavy lifting or moving of equipment and moderately heavy lifting of physically impaired patients while assisting with ambulating and transfers. This position includes coordination and treatment in a therapeutic pool setting. Provider must be able to swim. There is sedentary time required for completion of administrative duties.
Education
