Duties

Serving as a Contract Compliance Specialist GS-1101-9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Artesia Administration Division (AAD), Mission and Readiness Support Directorate of the Federal Law Enforcement Training Centers in Artesia, New Mexico. The primary purpose of this position is to plan and exercise management control and to provide administration and quality assurance functions of assigned on-going service contracts.   • This position is designated as Emergency Essential and required to sustain FLETC’s operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.

  • Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification.
  • Must be able to obtain and maintain FAC-COR Level III certification.

Qualifications

Selective Placement Factor: In order to be considered for this position you must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification. In addition to the Selective Placement Factor: For the GS-09 grade level: Applicants must possess at least one year of specialized experience equivalent to at least the GS-07 grade level in the federal service planning and developing procurement related documents and performing inspections to assure compliance with specifications and safety measures. -OR- Successful completion of a Master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B., or J.D., that is related to the work of the position to be filled; -OR- An equivalent combination specialized experience and graduate education as described above. (Only graduate education in excess of the first 18 semester hours may be used). If this position is filled at the GS-09 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met. In addition to the Selective Placement Factor: For the GS-11 grade level: Applicants must possess at least one year of specialized experience equivalent to at least the GS-09 grade level in the federal service planning and developing procurement related documents; performing property management processes and procedures, forms, documentation and record keeping requirements; applying fact-finding and investigative techniques to gather clear-cut factual evidence of compliance with contractual requirements and regulations; conducting studies, analyzing findings, and making recommendations. -OR- Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M. that is related to the work of the position to be filled. -OR- An equivalent combination specialized experience and graduate education as described above. (Only graduate education in excess of the first 36 semester hours will be combined with the specialized experience).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
