The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 8E-CPD AR10640 (Human Resources Specialist, GS-0201-11T12).

SUMMARY CONT:
GS-12
The primary purpose of this position is: To serve as a Human Resources (HR) Specialist responsible for developing, interpreting, analyzing, advising, and implementing civilian program initiatives affecting personnel throughout the Air Force Global Strike Command (AFGSC) which consists of nuclear missile and nuclear- capable bomber operational units spread out geographically but fall under a single command and demonstrate a visible commitment to the nuclear deterrence mission while taking full advantage of the existing Air Force field organizational structure.
DUTIES:
GS-11/12
Provides program operations, technical guidance and management advisory services across the Air Force, administers appointing and associated authorities on behalf of the Global Strike Commander.
Advises the Global Strike Commander, key managers, and supervisors on the full range of civilian HR management which includes requirements, accessions, development, sustainment and separations.
Integrates the objectives and requirements of Civilian HR Management with allied and related programs.
Provides Program development oversight.
Conducts Program evaluation.

- Work may require extensive travel away from the normal duty station on military or commercial aircraft.
- Employee must be able to obtain and maintain the appropriate Security Clearance.
- Required to have experience and knowledge of Air Force Civilian Personnel Staffing Programs, various mechanized data systems (i e ORACLE 11, DCPDS) and database techniques m software packages such as Business Objects,
- ACCESS, EXCEL, Power Point, Word and comparable software products is highly desirable to extract relevant information for projects and assignments.
- Incumbent is expected to demonstrate a high level of self-motivation and ingenuity in developing operating policies and procedures for the AFGSC Personnel Programs.
- This is a TERM appointment Not-to-Exceed (NTE) 2 years.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of HRM concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues with the guidance of senior Human Resources Specialist. Knowledge and skill to resolve difficult problems in assigned program areas for projects or studies associated with HR policies, programs, and practices of a complex and difficult nature and of considerable scope command-wide. Provides advisory service on a wide range of HR programs, and frequently researches complex problems that involve major areas of uncertainty in approach, methodology, or interpretation to identify the appropriate course of action. The employee works with key management officials on difficult problems in such a manner as to inspire respect for and confidence in the final decision. Knowledge of current practices, problems, and precedents and provisions of current issues in the both the DoD National Security Personnel System and General Schedule, resource management, affirmative employment, and employee relations. Knowledge and understanding of complex Federal HR management functions, theories, and techniques, and relationships of various HR disciplines. Knowledge of management and missions and objectives and their implications on program area. Knowledge of management principles and organizational theory, plus skill in adapting analytical and evaluation criteria to the identification, consideration, and resolution of substantive organization/program issues.

EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. Knowledge and skill to resolve difficult problems in assigned program areas and to have full technical responsibility for projects or studies associated with HR policies, programs, and practices of a complex and difficult nature and of considerable scope command-wide. Provides authoritative advisory service on a wide range of HR programs, and frequently researches complex problems that involve major areas of uncertainty in approach, methodology, or interpretation to identify the appropriate course of action. The employee works with key management officials on difficult problems in such a manner as to inspire respect for and confidence in the final decision. Knowledge of current practices, problems, and precedents and provisions of current issues in the both the DoD National Security Personnel System and General Schedule, resource management, affirmative employment, and employee relations. Knowledge and understanding of complex Federal HR management functions, theories, and techniques, and relationships of various HR disciplines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of, and skill in applying, a wide range of HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as position classification, affirmative employment, and employee/labor relations programs.
2. Knowledge and understanding of complex Federal HR management functions, theories, and techniques, and relationships of various HR disciplines as well as organizational functions and work practices.
3. Knowledge of management principles and organizational theory, plus skill in adapting analytical and evaluation criteria to the identification, consideration, and resolution of substantive organization/program issues.
4. Skill in written and oral communication with the ability to express ideas and concepts in reports and briefings, ensuring understanding of issues, recommendations, and acceptance of findings in reports of special studies or projects.
5. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
6. Ability to maintain effective relationships with management officials, employees, co-workers and others, to ensure original and cooperative resolution of problems requiring tact, discretion, sensitivity, and calmness in stress-producing situations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
