About the Position: This position is located in US Army Corps of Engineers, Philadelphia District, Resource Management Office. The Philadelphia District was established in 1866 to manage the water resources of the 13,000 square-mile Delaware River Basin and the Atlantic Coast from N.J. Manasquan Inlet to the southern boundary of Delaware.
This is a temporary position not to exceed 1 year, can be extended up to 5 years, with possible conversion to permanent.
Duties
As the Chief, Resource Management Office, you will participate in District and Regional meetings advising on the operating elements and fiscal activities of the organization.
Serve as the Chief Financial Officer and advisor to the Commander and other District elements.
Responsible for the development, administration, analysis and evaluation of a financial management service program.
Oversee the Finance and Accounting Branch and the Budget, Manpower and Management Branch.
Exercise initiative, judgment and technical expertise in interpreting directives, planning, implementing and directing the financial cost, budget and manpower of the district.
Keep the command informed of crucial and controversial program operations.
Direct the work through subordinate supervisors.
Utilize funds control and accounting systems that involve both operating funds and funds of independent activities, civil and military, annual and multi-year budgets.
Perform supervisory functions such as hiring, performance evaluations, assigning work and grievances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain, a valid, State-issued motor vehicle driver's license
- Must be able to obtain and maintain Financial Management Certification Level 3 required within 24 months of employment.
- Business travel will be up to 10% of the time.
- Subject to service supervisory probationary period.

- Subject to a one year probationary period

Specialized Experience:
GS-14:One year of specialized experience which includes (1) administering a financial management service program; and meeting at least one of the following: (2) attend meetings to provide financial data and recommendations; and/or (3) demonstrate ability in establishing external and internal working relationship to an organization. This definition of specialized experience if typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
