As the Lead Human Resources Specialist, you will be responsible for managing, evaluating, and providing a full range of Personnel Processing services for the Federal Highway Administration’s (FHWA) Personnel Processing Center. The Personnel Processing Center is responsible for providing Human Resources support nationally, to include processing/personnel management services for FHWA.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, which included:
Experience providing oversight and quality control on a wide range of personnel processing services and actions such as: accessions, transfers, benefits, retirements, reinstatements, suspensions, removals, etc.; AND
Experience in providing training, advisory, and consultation services to include interpreting and analyzing laws, regulations and policies (e.g. 5 CFR, Guide to Processing Personnel Actions (GPPA), Guide to Personnel Recordkeeping) concerning agency or OA-wide topics or issues related to personnel processing.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
HR Information Systems - Knowledge of HR management concepts, principles, and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements, and delivering and maintaining HR information systems.
Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
