Duties
Develops policies, coordinates, and performs all functions for the organization at all levels.
Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines related to finance and accounting operations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing operational efficiency.
Advise senior leaders of findings and recommendations for corrective action and coordinates with their customers to improve organizational processes.
Participates in formal and informal management planning, policy and decision making sessions.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on policies, operations and systems to provide recommendations on finance/accounting operations.
GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience: performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of accounts payable operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
