This position is located with the Jack C. Montgomery VA Healthcare System, Facility Management Service. Incumbent will provide journeyman responsibilities in the painting and paperhanging trades.
DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 002) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4)
Duties
Major duties include but are not limited to:
Performs painting of various materials such as metals, wood, plastics, and concrete
Responsible for upkeep of all coatings for visible and non-visible finishes such as paint, varnish, epoxy, urethanes, etc.
Performs coating work using any accepted methods of the trade; apply coating techniques that ensure surfaces have smooth-textured and decorative appearance.
Determines methods, techniques, devices and materials that are best suited to the surface finish required.
Applies coating materials with any of the accepted trade devices, for example - brushes, rollers, airless spray guns, and pressurized cans.
Performs taping and mudding of joints created by dry wall construction.
Performs plastering and texturing
Installing custom curbing around facility grounds with a curbing machine
Applies wall covers needed within the scope of maintenance and repair activities
Performs sign work requiring stenciling
Performs necessary housekeeping to maintain areas assigned to Paint Shop
Maintains adequate supply of tools and materials necessary to accomplish routine and recurring assignments
Performs necessary cleaning and maintenance on tools of the trade to ensure that they are maintained in a condition to facilitate immediate use
Responsible for planning the materials, tools and techniques needed
Work Schedule: Full-Time, Monday through Friday, 8:00am to 4:30pm

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work requires continual movement of hands and arms, standing, reaching, bending, stooping, crawling, negotiating confined spaces, as· well as frequent Iifting. carrying, and setting up materials and equipment that weigh up to l0 pounds. Occasionally, they may be required to handle materials and equipment that weigh 40 pounds or more. The painter prepares and coat surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard to reach places. This requires them to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions.
Working Conditions: The work is done inside and outside, and dirt, spray, and fumes are usually present. The employee sometimes works outside in extreme weather conditions (i.e. snow, ice, wind, etc.). Occasionally, the employee may be required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. The painter is frequently exposed to the possibility of cuts and bruises and the possibility to broken bones.
