Duties

You will serve as a senior technical authority, expert consultant and advisor with responsibility for overall management and administration of organization program/projects. You will evaluate effectiveness and efficiency of Government programs and operations, or the productivity and efficiency of management of Federal agencies. Incumbent will formulate, develop, establish and implement overall Navy Department or major systems command (SYSCOM) programs, based on new or revised legislation. You will function as expert technical authority/consultant with responsibility for program evaluation studies and developing new methods and procedures to measure program accomplishments, results and effectiveness involving key agency programs. You will be responsible for assigning segments of studies to others; coordinating group efforts and consolidating findings into a proposed product, evaluation reports, proposed changes in legislation, regulations or recommended courses of action. You will conduct studies that identify ways to improve effectiveness of work methods, procedures, organizations, manpower use, distribution of work assignments, delegations of authority, management controls, and information and documentation systems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector conducting program analysis or evaluation to develop new methods or procedures for measuring effectiveness, efficiency or productivity of agency or organizational programs.
