Duties
Determines if systems and processes are capable of meeting operational requirements, resulting in recommendations and decisions that affect whether or not a process or system should be used, be enhanced, or be replaced by other formal or ad hoc solutions.
Serves as NAF technical advisor on matters dealing with operating systems, hardware, software and network connectivity and availability.
Participates in the determination of systems requirements, recognizing and analyzing trends and providing instruction and orientation services.
Provides the NAF Commander with functional oversight over NAF systems with regular requirements to senior leadership.
Conducts studies, fact-finding and analytical studies to determine feasibility, cost, organizational and procedural changes, personnel and equipment requirements, etc. in accomplishing new or augmented automation programs in support of the NAF.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Experience includes knowledge of the computer equipment analysis field necessary to evaluate requirements for the NAF. Conduct studies and analyses affecting future operations such as the feasibility of using specific computer equipment within the NAF and at AFRC subordinate units. Knowledge of the NAF and AFRC structure, missions, programs and organizational relationships plus a thorough knowledge of analytical techniques to integrate information management needs. Knowledge of complex data management concepts, principles, and methods sufficient to evaluate effectiveness of systems and to make recommendations regarding the optimization of processes. Knowledge of qualitative and quantitative techniques for assessing and improving complex data processes with Command-wide implications. Ability to determine applications and systems performance, troubleshoot issues affecting performance and put immediate fixes or workarounds in place to overcome shortfalls. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other computer specialists, and to provide user training and support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of information systems, data base concepts, systems software and data processing methods and a comprehensive knowledge of NAF functions so as to be able to plan and administer information strategy and policy concerning the use of organization-wide management systems resources.
2. Knowledge of the computer equipment analysis field necessary to evaluate requirements and to conduct studies and analyses affecting future operations.
3. A comprehensive knowledge of complex data management concepts, principles, and methods sufficient to evaluate effectiveness of systems and activities to optimize processes.
4. Ability to determine applications and systems performance, troubleshoot issues affecting performance and put immediate fixes or workarounds in place to overcome shortfalls.
5. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other computer specialists, and to provide user training and support.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application.
