This position is located in the Assignment and Utilization Division , Office of Real Property Management, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/RPM/AU), in the U.S. Department of State (DOS). This position serves as a senior Realty Specialist for the organization in assessing and resolving complex realty issues for the Office and Department, and in providing expert advice and guidance to all managerial levels concerning these realty problems and issues.
Duties
Provides expert technical advice on specific tasks, furnishing written instructions, reference materials & relevant background material to clients.
Maintains expert knowledge of realty practices & answers questions on procedures, policies & directives.
Develops & analyzes housing strategies & consults with clients on their specific needs, including the amount, type & location of space.
Carries out major projects and serves as a project manager and possibly as COR (which may require occasional travel) when designing or constructing space 5,000 square feet or less.
Assesses program requirements, reviews existing procedures, develops and implements new and innovative actions, programs or methods to improve operating policies and procedures in the management.
Develops and maintains an automated statistical and financial database of all current and projected leased properties by offices , usage, lifecycle, program
needs and special requirements.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in real estate activities to include negotiations, budgeting, leasing, property transfer alterations, space management, acquisition and disposal of federally-owned and/or leased property.
Experience in real estate Project Management activities to include programming, scope of work development, market research, project schedules, and coordinate with design and construction activities.
Experience in consulting with beneficiaries, lessees, landowners and other interested parties on the contracting process, options, and other needs and documentation.
Experience in developing correspondences and briefing material for high-level briefings to executive leaders.
There is no substitute of education for specialized experience for the GS-13 position.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
