WHAT IS THE TAS - Taxpayer Advocate Service DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Advocate Service (TAS), Systemic Advocacy, Taxpayer Advocacy Panel (TAP)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Meets with managers and executives within the Service to define the overall goals and objectives of the
project.
Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and
determines how to resolve them.
Prepares directives, issuances, memoranda, policy statements, and other written guidelines and
recommendations relating to the project.
Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-13 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience sufficient to demonstrate leading major project assignments that required a wide range of analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate experience in the application of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; experience applying management principles and processes to perform project management duties, effectively coordinating and integrating project objectives, communicating recommendations with key line and/or staff effectively both orally and in writing; In addition to this, experience working with volunteer-based organizations; experience researching, reviewing and providing comments/analysis for identifying systemic issues, and advocacy processes and products needing improvement; and experience using Microsoft Office or equivalent software programs (examples include Access, Excel, PowerPoint) and various databases (such as Systemic Advocacy Management System (SAMS)) to prepare spreadsheets, briefings and reports.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

TIME-IN-GRADE REQUIREMENTS: GS-13 Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
