The primary purpose of this position is to serve as a first level supervisor over the Equal Opportunity (EO) office providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned.
Duties
Plans, organizes and directs the activities of the EO office, ensuring that work complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities; advises and provides counsel to employees regarding policies, procedures, and directives of management
Serves as the principal EO advisor to the Instillation/Center Commander (Director) and senior leaders
Performs EO trend analysis; advises Commander on EO matters (trend analysis)
May serve as Installation Alternative Dispute Resolution (ADR) Manager

- Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the EO office
- Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP) within the period specified by the employer when hired
- Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training, and maintain certification through annual refresher training
- This position may be delegated the authority to accept and dismiss EO complaints
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience includes: applying comprehensive and thorough knowledge of laws, regulations, Executive orders, court decisions, and issues related to equal employment opportunity programs and skill to apply this knowledge to a variety of difficult and complex work assignments; Knowledge of the organizational structure, management policies, procedures, and practices; knowledge of basic principles involved in recruitment, selection, labor relations, job evaluation, and other personnel areas; thorough and detailed knowledge of and skill in employing the methods and techniques typical of the program including fact-finding, analysis, and resolution of complex problems; identifying equal employment opportunity problems and developing concrete action plans to solve these problems to advise managers on appropriate courses of action to eliminate barriers to equal employment opportunity.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of DoD, Air Force, MAJCOM, federal law, executive orders, and local directives pertaining to EO programs.
2. Extensive knowledge and general understanding of Air Force organizational and federal personnel structure and functions.
3. Knowledge and practical understanding of organizational and human relations behavior.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to gather facts and use non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions.
6. Ability to utilize AOP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
