This position serves as an Airports Program Specialist for the Office of Airports, Southwest Region, responsible for performing various administrative duties and program support for the Airport Improvement Program (AIP) and/or Passenger Facility Charge (PFC) program.

Duties

Duties for FV-G: Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility. Applies experience and detailed knowledge of procedures and techniques involved in carrying out the work of the organization and involves application of procedures and practices within the framework of established guidelines to accomplish assignments. Provides phone coverage and backup phone coverage for the Region and other administrative support as required by manager. Assignments include collecting and analyzing data/information, conducting research, applying policies and procedures, identifying problems and working with higher level and lower-level professionals in day-to-day operations. Serves as focal point for the monitoring and tracking expenditures from the operational budget. Assists in preparing quarterly reviews and completes monthly budgetary requirements for review by manager. Provides support as required by manager with correspondence, property, time and attendance, and training. Monitors and prepares appropriate documentation in support of procurement request for office supplies, materials, services and government leased vehicles as requested. Ensures appropriate levels of review and signature for approvals. Coordinates equipment and contractual services procurements. Reviews and verifies employee time and attendance in payroll system and alerts manager of any discrepancies. In coordination with management ensures employees meet annual training requirements. Enrolls employees in training courses, ensures per-requisites are met and maintains training completions. Monitors costs for budgetary purposes. In accordance with agency travel regulations and policies, provides guidance and oversight related to travel management. Serves as the ADO focal point with regard to the travel management system. Monitors travel estimates/expenditures for budgetary purposes. Provide program support for Airport Improvement Program (AIP) and/or Passenger Facility Charge (PFC) program as directed by the manager. Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses and/or explain the statuses of assignments. May have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customers' situations. Established policies/procedures provide guidance for most assignments but allow some discretion for employee to select the most appropriate approach(es). Refers problems and work issues to a manager, project/program manager, team leader or more experienced professional when guidelines are not available or applicable. Work is typically reviewed frequently during assignments and at completion to ensure timeliness, policy compliance and alignment with the requirements of projects and/or other work activities. Reviews and issues agency determinations for Non-Rulemaking Aeronautical (NRA) studies submitted in accordance with CFR Part 157 under the supervision of an engineer or community planner. Tracks receipt and processing of FAA Form 5010 for updating the FAA's National Flight Data Center (NFDC) systems (NASR, NFDD, etc.).

Qualifications

Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and advanced knowledge of procedures and techniques involved in carrying out the work of the organization and involves application of procedures and practices within the framework of established guidelines to accomplish assignments. Provides phone coverage and backup phone coverage for the Region and other administrative support as required by manager. Assignments include tracking and analyzing data to ensure compliance with policies and procedures, providing guidance to less-experienced professionals in day-to-day operations, identifying, analyzing and recommending solutions for complex/difficult problems and recommending improvements to systems and processes. Demonstrates considerable independence in planning time and helping a manager, project/program manager, team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources as needed. Serves as focal point responsible for the monitoring and tracking expenditures from the operational budget. Assists in preparing quarterly reviews and completes monthly budgetary requirements for review by manager. Monitors and prepares appropriate documentation in support of procurement request for office supplies, materials, services and government leased vehicles as requested. Ensures appropriate levels of review and signature for approvals. Coordinates equipment and contractual services procurements. Track ADO performance against OMB expenditure rates. Analyze sponsor funding outlays and prepare funding recommendations in accordance with policy and procedures for inclusion in Airport Capital Improvement Plan (ACIP) development. Provide final recommendation to program manager. Monitors grants with no activity including preparing quarterly inactive grant status reports. Prepares sponsor notification emails/letters and track sponsor issuance and response to include justification and payment schedule. Makes recommendation to program managers on grant actions and sponsor risk assessment in accordance with policy and procedures. Receives PFC applications, compiles and provides funding information on airport projects related to application and AIP grants to program managers. Tracks PFC schedules and provides status reports to management team. Provides notification of pending deadlines to airport sponsors in accordance with policies and procedures. Prepares and ensure grant files are maintain in accordance with policy and procedures. Tracks quarterly sponsor invoice audits. Assemble documentation in support of annual clean audit. Takes corrective action as identified by annual Regional audit, as necessary. Initiate programming actions and reservation of funds in accordance with business rules. Review and validate grant documentation for accuracy. Ensure all programming actions comply with all deadlines. Track receipt, review for completeness, and distribute grant applications to program managers. Monitor federal register deadlines and prepare status reports for management. Identify and report excess grant funding to Regional Office. Based on review of high-level briefing, meetings and presentations requests, provide appropriate grant history, ACIP and other financial system reports. Develop out line of initial briefing response. Obtain and review for accuracy and format, detailed project information for all discretionary grants. Obtain information from various sources including grant application and ADO staff. Provide information and make recommendations as appropriate based on policy and guidance. Monitor expiring grant funds and make recommendations to management team based on policy and procedures to facilitate transfer of expiring funds among sponsors. Prepare grant closeout package. Validate the funding amounts and fund types are in accordance with policy and procedures. Track to ensure closeouts are administer in a timely manner. Reviews and issues agency determinations for Non-Rulemaking Aeronautical (NRA) studies submitted in accordance with CFR Part 157 under the supervision of an engineer or community planner. Tracks receipt and processing of FAA Form 50.10 for updating the FAA's National Flight Data Center (NFDC) systems (NASR, NFDD, etc.). Review and issues Airports Division response on Obstruction Evaluation (OE) proposals. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader or more experienced professional. Refers to manager and professionals who are more experienced problems that require their attention. May help develop and recommend solutions. Work is reviewed periodically, typically at major milestones and at completion for policy compliance and alignment with the requirements of projects and/or other work activities.To qualify for this position at the FV-G level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level (FV-F, FG/GS-5/9) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience for the FV-G level may include but is not limited to: Experience in performance of duties for an organization of professional/technical staff, which requires skill in using Microsoft software and other database tracking systems to include personnel and budget management.To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level (FV-G, FG/GS-11) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. Specialized experience at the FV-H level may include but is not limited to: Experience in performance of duties for an organization of professional/technical staff, which requires skill in using electronic systems including Microsoft software and other database tracking systems to include personnel and budget management. Education Substitution

FV-G: Substitution of education or equivalent combinations of education and experience may be qualifying for this level. Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education, leading to such a degree, or LL.M., if related, is required. To qualify based on education, you must submit a copy of your college transcripts. if selected, official transcripts will be required prior to employment.

FV- H: There is no substitution of education for work experience.
