THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (HUMAN RESOURCE DEVELOPMENT) TITLE 5 PERMANENT, Position Description Number T5029000 and is part of the NH JFHQ J1 ARNG, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection.

Duties

The purpose of the position is to serve as the state Human Resources Specialist (Human Resource Development) for in-house, resident, distributive learning, and distance learning courses. Incumbent plans, develops and administers specialized area-wide human resources and career development programs such as supervisor, management, and executive development programs. Ensures programs are in compliance with National Guard Bureau (NGB), Department of Defense (DoD), Office of Personnel Management (OPM) guidelines, policies, regulations, and statutory requirements. Accomplishes work through the use of a variety of automated systems and programs. MAJOR DUTIES: Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems. Has frequent contact with supervisors, managers and bargaining unit employees regarding training opportunities. Relied on by management officials to provide comprehensive guidance and advice in areas such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses. May provide guidance for Continuation in Service Agreements, available funding, and college tuition. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning possible areas of improvement, providing ideas from private industry, other government organizations and/or other states. Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Evaluates and analyzes feedback from students and students' supervisors revising learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians. Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Ensures all expenditures are in compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies. Serves as member of the Program Budget Advisory Committee/ANG Financial Working Group. Designs and sends out annual training need survey. Analyzes survey results. Develops and provides justification for the annual training budget and mission travel budget and serves as program manager for both. Serves as a consultant to other directorates in planning and conducting in-house training and serves as course administrator for courses conducted by HRO to include contracting for speakers, instructors, facilities, refreshments, advertising, documenting attendance and analyzing evaluations. Serves as state quota management officer for National Guard Professional Education Center courses and OPM development center courses. Involves requesting quotas and prioritizing attendance. Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program. Serves as liaison between ARNG and ANG in workforce training. Recommends combining like training when feasible and advantageous for cost sharing between the two services. Serves as subject matter consultant to outside organizations converting traditional classroom courses to distributive learning and distance learning formats.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience. Skilled in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skilled in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: (GS-11) - Must have one year of specialized experience or equivalent to the next lower grade (GS-9) which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Highly Qualified = Experience in Federal HR work and working knowledge of OPM policies and US codes of federal regulations. Experience with purchase cards and Fiscal Law.
