This position is for a HR SPEC (MIL), Position Description Number D11050000 located in a state JFHQ-G1 personnel at Clay National Guard Center, Marietta, GA.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Open to all Army Active Duty, Reserve & National Guard members.
Duties
As a HR SPEC (MIL), GS-0201-09, you will:
Serve as an advisor to commanders on assigned unit human resources (HR) program. Interpret policy and provide procedural guidance to commanders, supervisors, staff members and individual military members. Provide training to supervisors and guidance and assistance to military members on program for which assigned. Conduct and/or participate in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations. Review, evaluate, and interpret regulatory guidance, policies, and procedures applicable to military personnel programs and provide guidance to all users. Publish guidance to enhance and simplify completion and submission of personnel actions. Conduct staff visits and train personnel within the unit in all programs for which responsible. Conduct periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provide commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues to assist in HR management decisions. Respond to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Research, prepare response, and maintain action file. As required, forward response for review and/or response for the MILPO Director and/or State Adjutant General. Estimate and project future travel and funding requirements and submit request to MILPO Director.
Responsible for and oversee the direction of the EPM or OPM program and functions as the technical expert. Determine the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provide direction, information, and/or counseling to MILPO staff, commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. Provide information and ensure regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Military Occupational Skill (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers. Convene or participate in various boards which may include: promotion, awards, selective retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, etc. Initiate action for the issuance of all military orders relating to military personnel actions and distribute accordingly. Review Table of Distribution and Allowances (TDA), Table of Organization and Equipment (TOE), Modified TOE (MTOE), and/or Unit Manning Report (UMR) for the requirements, authorizations and movements of military personnel. Responsible for the review and verification of promotion actions (officer - 01 through 03, enlisted - E5 though E9) and/or the review and forwarding of packets for promotion board actions.
Responsible for and oversee the direction of the SIDPERS program and functions as the technical expert. Responsible for and ensure the timely and accurate processing of submitted military personnel actions. Establish a control log to maintain document control and an audit trail of all transactions received and dispersed in SIDPERS. Notify units and higher echelons of rejected or incomplete documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identify problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed, and create and provide training material. Review and process the units forecasted MTOE and TDA structures. Create and process rear detachment MTOE as a result of unit mobilization. Coordinate with the other MILPO sections and Military Pay to resolve any problems associated with the SIDPERS system. Create and provide various scheduled reports as well as special request reports. Provide oversight and guidance on the Retirement Points Accounting Management (RPAM) program. Coordinate with NGB field representative for technical assistance and information.
Responsible for and oversee the direction of the Personnel Services Section and functions as the technical expert. Oversee the performance of document handling, records maintenance, and the personnel electronic records management system (PERMS). Direct staff in performance of periodic record reviews and inventories to ensure total record accountability.
Perform other duties as assigned.
Requirements

- NATIONAL GUARD MEMBERSHIP IS REQUIRED.
- Must be able to obtain and maintain the appropriate security clearance of the position. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

General Experience: : Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
Specialized Experience: Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
Education
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
