Employee will serve as an Accounting Technician (Agent Cashier) performing a variety of duties in relation to maintaining general ledger and subsidiary accounts in a field station medical center setting for the VA Puget Sound Health Care System in Seattle, WA.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties will include but may not be limited to the following:
Maintains and controls accounts and accounting transactions that involve highly complex and comprehensive finance and accounting systems such as cost accounting for funds, capitalization of assets, liabilities, and computation of accruals, classification of costs to various ledgers.
Classifies and processes transactions that include verifying the accuracy and completeness of the accounting data, compliance with regulations, determining the accounts and subsidiary accounts affected and determining the entries to be made.
Analyzes vouchers/invoices to determine propriety of payment to include required certifications by authorized officials, compliance with contract provisions, price agreements, and other directives.
Reconciles accounts by comparing account balances with related data to assure agreement; reviews records and source documents to identify discrepancies; and determines entries required to bring the account into balance. Reconciliation may include undelivered orders, accounts payable and receivable, suspense accounts, general post fund accounts, outstanding travel, and others.
Maintains multiple spreadsheets with financial/accounting data, such as personal funds of patient log, payments, returned checks, etc.
Coordinates and resolves discrepancies and problems.
Assists employees in preparing travel; maintains employee travel records, estimates and costs; provides administrative and technical support for travel card program.
Assists supervisor in training lower grade employees.
Performs other duties as necessary.

GS-5 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience includes working within automated accounting and financial systems, entering transactions and accounting data; and using Microsoft Word and Excel software programs. GS-5 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. -OR-
GS-5 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed post-high school education (in excess of 2 years) combined with specialized experience may be used to meet total experience requirements.

Specialized experience includes working within automated accounting and financial systems, entering transactions, accounting data, and maintaining various ledgers; using Microsoft Word and Excel software programs; reconciling/balancing accounts; preparing financial/accounting data reports; and conducting audits, examining financial transactions, and resolving discrepancies/problems. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires sitting in on position for long periods of time, intense concentration, and dexterity in the use of a calculator and typewriter, word processor and computer. There is pressure to meet mandatory time deadlines of monthly, quarterly, and year-end reports and processing. Overtime is frequently required to complete work assignments within the accounting cycle. The work is performed in an office environment in close proximity to other employees and is mostly sedentary.
