This position is located in the Philadelphia Passport Agency, Directorate of Passport Services, Bureau of Consular Affairs, Department of State. The Directorate of Passport Services and its passport agencies/centers are responsible for providing the American public with the millions of passports applied for each year; administration of the laws and regulations governing nationality incident to passport entitlement; development and implementation of policies and regulations.  

Duties

Provides program direction to an adjudicative staff engaged in applying passport acceptance procedures , evaluating documentary evidence, and adjudicating claims based on a wide range of complex laws and judicial decisions. Utilizes analytical and managerial skills and abilities to evaluate a multitude of management, administrative, and technical initiatives. Presents new proposals to management and senior officials and negotiates their acceptance . Plans and manages the document integrity and anti-fraud program within the agency/center. Oversees the analysis of identified patterns used in fraudulently obtaining passports. Oversees the ongoing analysis of demographics, trends, and patterns of passport applications including methods of application and other factors influencing the workload of the agency/center. Develops and oversees the implementation of new methodologies and techniques to improve operating efficiency and to ensure expeditious workflow . Evaluates studies that propose changes in concepts or shifts of emphasis in adjudication.

Requirements

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. [If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience demonstrating leadership in developing, implementing, evaluating and improving processes and procedures to monitor the effectiveness, efficiency and productivity of an organization/agency; Experience conducting studies and evaluations of nationwide programs in order to determine their effectiveness; Experience reviewing and analyzing current and proposed policies within assigned functional areas to determine whether they are aligned with agency policies and directives, and applicable laws of other Federal agencies, such as the Office of Management and Budget and the Government Accountability Office; and Experience reviewing and approving the content of reports, decisions, case documents, contracts or other action documents prepared by subordinate employees to ensure that they accurately reflect the policies and position of the agency. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
